An exciting opportunity has arisen for a highly motivated and enthusiastic Band 8b Principal Programme Manager to join the Engagement and Transformation Programme Office at Hywel Dda University Health Board Planning, Performance and Commissioning Directorate.
The purpose of the Engagement and Transformation Programme Office is to drive system wide transformation across the organisation. This is done by providing engagement, and programme and project management for key transformation programmes, aligned to the Health Board’s strategic and planning objectives. These are the building blocks that help to achieve our long term health and care strategy.

The Principal Programme Manager will have a key role in supporting the delivery of the transformation programmes, aligned to the Health Board’s strategic and planning objectives. We are looking for someone who is experienced in programme management and highly motivated with the ability to energise, persuade and influence others effectively. They should also demonstrate advanced stakeholder management skills, drive, passion and enthusiasm.
The successful candidate will ensure all projects and work streams are properly structured, reported on and tracked in order to deliver programme outcomes and benefits. Also, to possess and demonstrate change, quality improvement and project management skills. Experience of working with clinicians, commissioners, external companies and service users is essential. Knowledge and experience of working within the NHS is preferred.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 11,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:
- Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;
- Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;
- 48 general practices (four of which are managed practices), 47 dental practices (including three orthodontic), 99 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;
- Numerous locations providing mental health and learning disabilities services

Essential criteria
- Masters degree or equivalent experience
- Management qualification or equivalent
- Project management qualification e.g. PRINCE II and Managing Successful Programmes (MSP) qualification or equivalent.
- Specialist knowledge and understanding of how a programme is structured and delivered through projects and people.
- Knowledge of governance structures and how their hierarchy integrates to support the delivery of a large programme of work.
- Knowledge of primary, secondary and social care systems both operationally and corporately.
- Understands the environment in which the University Health Board operates both now and in the future, its role in providing healthcare to the community, and the challenging agenda for improving public services.
- Evidence of building and maintaining technical expertise and knowledge and sharing this with others.
Desirable criteria
- Proficient using MS Teams, Microsoft Project, Visio, PowerPoint, Excel and Word.
