The National Health Service Counter Fraud Authority are looking to recruit experienced Fraud Investigators to work within the Counter Fraud Authority National Investigation Service. The remit of our National Investigation Service is to investigate allegations of fraud or other economic crime against the National Health Service. Our investigators are experts in investigations and investigative practice who undertake duties to obtain and present the evidence required to prove or disprove allegations of fraud and corruption falling within the remit of the Counter Fraud Authority.
The Counter Fraud Authority has offices in London, Coventry and Newcastle and there is the opportunity for office based, hybrid or home working based at any of these locations. Working in the London area will attract High Cost Area Supplement where appropriate.

The Fraud Investigator will be an expert in investigations and investigative practice, who works within the NHSCFA National Investigation Service (NIS) providing a comprehensive investigative function tasked to them by the Fraud Investigation Lead (FIL) and/or Officer in Charge (OIC). They will undertake duties to obtain and present the evidence required to prove or disprove allegations of fraud falling within the remit of NHSCFA. They will undertake investigative work to apply appropriate sanctions, whether disciplinary, civil and/or criminal. All work to be carried out to a standard required by the appropriate Courts.

The post holder will work as part of NHSCFA National Investigation Service investigation team investigating allegations of serious and complex fraud, bribery and corruption. This will include:
- Analysing all possible avenues and methods of investigation to obtain evidence
- Applying knowledge and experience of the processes and systems across the NHS to determine where relevant evidence can be found
- Analysing and understand the financial, accounting, payment and organisational factors within the NHS relevant to the type and location of the fraud committed. Convert technical information into plain English, suitable for presentation at Court.
- Establish contact with, interview and take statements from relevant witnesses including expert witnesses, displaying the knowledge and application of effective interviewing techniques
- Support the preparation and presentation of briefings to NHSCFA, NHS health body managers, police and other agencies in relation to arrests, searches and interviews with suspects
- Actively assist NIS staff, police and other agencies in arrest and search procedures, providing expert professional advice where required, all in accordance with current legislation. Where evidence has been passed to NHSCFA following such procedures, or otherwise obtained in the course of an investigation, ensure that the integrity of the evidence is maintained in accordance with internal NHSCFA policy.
- Plan and conduct interviews under caution with suspects either at police stations or NHS premises in accordance with the Police and Criminal Evidence Act (1984).
- Prepare cases for criminal, civil and disciplinary consideration in all cases where evidence of fraud is established, including the construction of prosecution files
- Maintain investigation files and evidence with due regard to the Criminal Procedures Investigation Act 1996, including management and disclosure of unused material in accordance with the act.
- Support the preparation of appropriate and lawful applications for directed surveillance and support the preparation of applications under the NHS Health Act as required.
- To manage, co-ordinate and participate in operations involving, searches and arrests with NHSCFA staff and other agencies.
- Ensure the integrity and continuity of evidence at all times in line with current legislative requirements. Appropriate use, maintenance and security of NHSCFA premises, assets, evidence, exhibits and equipment
- Attend criminal and civil courts, disciplinary hearings of NHS England or other employers and professional and regulatory bodies, as required, in the capacity of witness and / or case officer to give evidence competently, including in cross examination. Provide guidance, advice and instructions to Counsel and other legal professionals before and during criminal and civil proceedings.
- Provide continuous support, advice and guidance, and manage the expectations of, witnesses and victims and other clients including NHS staff, patients and healthcare professionals, from the time of initial contact until after the conclusion of an investigation including any court process.
- Provide advice to HR Directors and other senior management on disciplinary, criminal and civil action.
- Manage and prioritise own workload, adhering to non-negotiable deadlines imposed by courts and police.
- Promote and contribute to the development of policies, practices and procedures for NHSCFA and more widely across NHS commissioning.
- Work with NHSCFA Financial Investigators to support work to negotiate financial recoveries of funds
Decision Making:
Responsible for operational decision making in relation to all activities tasked by the investigating officer and/or other NIS staff, ensuring that compliance with legislation and codes of practice is adhered to all times
Displaying an independence of operational decision making in relation to investigative work tasked to the postholder within the body of a fraud investigation
People Management:
Direct line management responsibility for Band 5 Fraud Investigation Support Officers. The Fraud Investigator will also be responsible for matrix management of other NIS staff in accordance with tasks and programmes of work associated with the role
