Job overview
We are looking for an exceptional Service Managers with extensive theatres management experience to join our team at the Royal London Hospital. This post sits within the largest and most complex directorate in one of the largest and most complex Trusts in the country, this is both a challenging and exciting place to work. While we face the same financial and performance pressures as all NHS Trusts, we are undertaking significant projects to improve healthcare delivery through the We Improve programme.
You will be operationally responsible for the service portfolio as well as providing Service -wide leadership on specific issues. You will therefore have well-honed performance management skills coupled with an understanding and appreciation of complex clinical pathways. You will also head up a range of service development initiatives directly as well as working with and through your teams, colleagues, and peers to deliver service improvement projects associated with services under your portfolio.
Reporting into the General Manager and Deputy Divisional Director of Operations for the division and working closely with the Clinical Director, Deputy Associate Director nursing, named Clinical Leads and Senior Nurses you will ensure we deliver high quality services, provide an excellent experience for our patients, and meet our regulatory and operational performance targets.

Detailed job description and main responsibilities
Service Management
- To be responsible for the day-to-day efficient and effective operational management of the Theaters and Recovery, reporting to the Surgery, Peri-operative Medicine and Critical Care Surgery General Manager/Deputy Divisional Director of Operations and any relevant specialty General and Service Managers for all matters affecting the delivery of core services.
- To support the Trust’s performance management framework for the directorate and to be accountable for performance in Theaters, recovery, Anesthetics, Adult Critical Care and Pain Management against all key dimensions within the framework, including the achievement of national access targets, taking corrective action as required
- To seek out and implement longer term solutions to issues raised, when required. These will range from basic administration issues to more complex approaches requiring the support and agreement of large teams of people and management of projects that deliver change.
- To contribute to the development of the Strategic Direction and annual business planning of the Service and to assist in the determination of policy and strategy with the Clinical Service Lead, Matron/Service Lead and General Manager.
- To work with Matrons/Service Leads to develop and deliver high quality, responsive and cost-effective services in line with the delivery plan and organisational objectives.
- To provide and develop a working environment and open culture which fosters high morale and commitment among all staff and promotes their wellbeing and personal development
Service Improvement
- In collaboration with the Clinical Lead and Surgery, Critical Care and Theatres General Managers, to facilitate specific pathways projects undertaken by the services improvement partnership collaborative across the Trust.
- Monitor the service improvement programme and associated work streams to support the site-specific patient pathways. Ensure the collaborative partnership working with other trusts and CCGs and partners across the health economy.
- To design and lead on service transformation projects to deliver quality, efficiency, and safety benefits across the department.
Service Quality and Clinical Governance
- In collaboration with the Clinical Director, General Manager and other colleagues advise on the implementation of and compliance with, the National Standards across the Trust.
- Ensure that all policies and procedures are adhered to as required by the Trust.
- Support investigation of any Serious Untoward Incidents (SUI) investigations
Performance and financial management
- Be accountable to the Clinical Director and General Manager for the financial performance of key budgets delegated to you within your services, taking actions to limit spending when required.
- Ensure that all those within the services with influence over expenditure have the knowledge/ability and information required to understand the current financial framework and impact of Payment by Results.
- Ensure that valuable resources, for example allocated theatre time, are used to maximum benefit by Services and to liaise proactively with departments such as Admissions, Theatres, Day Surgery and Anaesthetics to ensure that optimal list utilisation is achieved, facilitating the 18-week RTT target.
- Line manage the administrative staff within the theatre service team ensuring that all staff are managed in accordance with the Trust’s HR policies and procedures. This includes recruitment and selection, performance management, appraisal, and personal development.
- Review and update administrative policies and procedures, taking actions as appropriate to enable continuous improvement of service quality.
- Receive written and verbal daily monitoring reports on patient pathway in relation to Waiting Times targets. Inform any delay/obstacle on the patient pathway; ensuring breach information is passed to the executive team.
- Ensure effective partnership working with referring hospitals and tertiary referral centers to achieve the waiting time targets.
- Ensure that the Directorate aims are delivered within the resources available
- Work with the Finance, HR and IT teams to identify changes to budgets as required.
- Support the Performance Team in implementing a performance management framework for the Service, using service line reporting/management. Identify costs pressures, service development and cost improvement plans, develop business cases to meet requirements and present to Trust Executive Board, as required.
- Ensure that the Trust Standing Financial Instructions are adhered to and that all staff understand these instructions.
- Work with the Planning Team to create the Service Annual Business Plan, ensuring staff involvement, in line with Trust objectives
