This role will be part of the Devon ICS and the postholder will report into the Associate Director – Workforce Strategy, Planning and Capacity with accountability to the Director of Strategic Workforce, Regional Retention Manager and ultimately to NHS England Looking After Our People National Retention Programme.
The postholder will support and oversee the implementation and successful delivery of the Retention Hub and work closely with People Promise Managers and equivalent role holders within the ICS.
All retention teams will work very closely together across national, regional, and local systems with a single focus to improve staff experience and increase retention.
As an ICS Retention Lead, the post holder will be responsible for retention across the ICS and the development of a system-wide retention plan for all staff as well as working with the People Promise Managers and equivalents. They will work collaboratively across the ICS and designated organisations to maximise opportunities to retain staff across the NHS and Social Care.
The base of this role has been listed as County Hall in Exeter, however the base is flexible and will be discussed and agreed with the successful candidate.

As an ICS Retention Lead, the post holder will be responsible for retention across the ICS and the development of a system-wide retention plan for all staff as well as working with the People Promise Managers and equivalents. They will work collaboratively across the ICS and designated organisations to maximise opportunities to retain staff across the NHS and Social Care.
The ICS Retention Lead will be operating in a matrix working environment and will have colleagues doing the same role in other ICSs to relate to and to offer and receive support.
Key areas of responsibility for the role include:
- with the support of the NHS England Regional Retention manager, work with stakeholders across the ICS and with organisations and the full range of staff groups within the ICS to develop a comprehensive system-wide retention plan for all staff.
- Manage the Retention Hub and the associated team resource and infrastructure.
- Work closely with the designated People Promise Managers and equivalents to synergise intelligence, outputs and outcomes to support improved retention across the ICS.
- Collaborate with colleagues in relevant organisations, across the ICS, regionally and nationally to ensure feedback, insight, and evidence gained is utilised to enhance staff experience and retention.
- Share learning from others where retention has improved for all staff groups both across the ICS as well as across the region, as appropriate.

Please note that NHS Devon are in the high level planning stages of moving to a new central, single office based in Pynes Hill, Exeter in the Autumn of 2023. In anticipation of these accommodation changes, your contractual base is likely to be our new Exeter site, however this will be confirmed to you once we have further clarity on our new accommodation.
In recognition of the large geography of Devon, we are also exploring the possibility of providing a number of small satellite sites (in Plymouth, for example) that colleagues will be able to access, and we continue to embrace the benefits of agile, hybrid working.
In the interim, you will temporarily utilise one of our existing office bases as agreed by the manager.

- Educated to master’s level or equivalent level of experience of working at a senior level in specialist area

- Extensive knowledge of specialist areas acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent
- Evidence of post qualifying and continuing professional development.
- Must have an understanding of the background to, and aims of, current health and social care policy and appreciate the implications of this on engagement
- Have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations.
- Experience of budgetary responsible, including budget setting with evidence of working knowledge of financial processes
