Job overview
An exciting opportunity has arisen for an experienced, highly motivated senior Infection Prevention and Control nurse to join the HARP programme of Public Health Wales.
This is a new opportunity to join a national Public Health organisation to lead the national IPC team within the HARP programme.
As head of the IPC nursing team, the post holder will take responsibility for the management and strategic direction of the IPC team within the HARP Programme, leading on delivering for Wales ambition 3 ‘Lowering the burden of human infection’ of the UK Antimicrobial Resistance (AMR) national action plan (NAP), including enabling and supporting health and care in Wales to reduce Gram negative blood stream infections (GNBSI) and Healthcare Associated Infections (HCAI).

Key to this role is working collaboratively, dynamically and effectively with the other strategic leads within HARP for antimicrobial pharmacy, epidemiology and surveillance in the development of cohesive plans for Wales.
The post holder will provide national leadership and expert knowledge in HCAI and IPC. You will be expected to advise and support the healthcare sector in Wales to achieve reductions in HCAI. You will advise Welsh Government and collaborate closely with the office of the Chief Nursing Officer-Wales and the newly formed NHS Executive. You will also demonstrate excellent external leadership, and bring your knowledge of IPC and HCAI prevention to bear on strategies for implementation in Wales and in collaboration across the UK nations and international initiatives.
The post will be hosted within the Health Protection and Screening Services Directorate, based at the Public Health Wales Head Quarters, which are new offices in the heart of Cardiff at Capital Quarter 2 which is only a short walk from Cardiff Central Railway Station.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Detailed job description and main responsibilities
The post holder will:
Take responsibility for autonomous expert clinical decision making and directing the specialist advice offered in support of the Health Boards/Trusts for clusters or incidents/outbreaks of infections.
Develop and communicate the vision for the role of innovation, the development of effective and coherent strategy and operational policies to support this vision across the whole health economy.
Drive innovation in new methodologies and technology for IPC through collaborative working with partners e.g. NHS Wales Shared Services Partnership (NWSSP), Baxter (ICNET), Association for Safe Aseptic Practice (ASAP), Surgical Testing Material’s Laboratory (SMTL) etc.
Provide clinical leadership in the development of appropriate strategies to engage effectively with key stakeholders in health and social care and seek contribution and opinion from service user and citizens on the prevention of HCAI.
Oversee governance and safety arrangements for planned organisational or clinical visits
Contribute expertise in the planning and delivery of key meetings within HARP and PHW and those that address the national agenda with stakeholders e.g. HCAI forum, HCAI and AMR delivery Boards etc
Support the HARP nursing leads to deliver and support improvement programmes across the healthcare economy to reduce HCAI.
Drive the strategy for, supporting and ensuring alignment across the system promoting a ‘Once for Wales’ and ‘every contact counts’ approach.
Drive reform and support organisational change and uptake of initiatives that support excellence in IP&C and HCAI reduction
Engage with key strategic regional, national and UK policy makers to inform development of strategy and policies
Identify examples of national and international best practice and to ensure that NHS Wales benefits from relevant innovations in healthcare
Support the use of behavioural change and human factor theory in IP&C improvement.
Support development of an innovation infrastructure in line with capacity in organisations
Lead and champion new initiatives or projects as necessary
Working with HEIW, providers and clinical experts to design new training products and improve national learning in IP&C for all staff groups.
Advising inspectorate bodies e.g. HIW, CIW on expected standards for IP&C by setting
Provide expertise of best practice methodologies, regulatory requirements, policy imperatives in support of stakeholders knowledge.
Initiate, lead and participate in research and the evaluation of evidence.
Collaborate with the UK nations in the development of policy and practice while representing the best interest of Wales.
Contribute and drive development in the content and resources available for HARP web pages and explore media opportunities to promote IP&C.

The salary scale shown is for a full-time member of staff, with the amount being adjusted pro rata for those working less than 37.5 hours per week.
The salary scale above has been agreed as part of the NHS Agenda for Change pay award for 2025/2026 and will be implemented in August 2025 with arrears backdated to 1st April 2025 where applicable.
In general, anyone joining our Trust who has not previously worked in the NHS will, by default, start on the first point of the advertised pay band. Pay progression will then be determined by annual Performance and Development Reviews in accordance with the NHS Wales Pay Progression Policy.
