Working for our organisation
The NHS Wales Executive (The Executive) is a new, national support function, hosted by Public Health Wales, and directed Welsh Government.
The Executive is an essential element in making the health system in Wales fit for the future and achieving A Healthier Wales vision of a whole-system approach to providing excellent health and social care across Wales. Working on behalf of Welsh Government, The Executive’s role in supporting this mission is to provide strong national leadership and strategic direction, enable, support and, where necessary, intervene to ensure the delivery of national priorities and standards, to drive improvements in the quality and safety of care to achieve better, fairer healthcare outcomes for the people of Wales.
Detailed job description and main responsibilities
The model of delivery for clinical services is one of the most important facets of health service delivery and by bringing clinical communities together, it has been shown that it is possible to develop national consensus on the transformation of specific services. By working in this way, important challenges are identified, the best solutions are developed and the whole system - local and national - pulls in the same direction and shares in the benefits. This approach results in large scale, strategic changes rather than isolated reforms that fail to spread and lead to ever greater unwarranted variation in care.
The National Clinical Framework programme therefore sets out to address some of the strategic clinical challenges facing the NHS including the need to:
- Build its capacity and capability to prevent ill health in order to reduce the demand for healthcare in itself.
- Cope with healthcare need by focusing the finite resources it has on delivering the highest value interventions.
- Shift its emphasis from delivering specialist care in hospitals to delivering primary and community-based services.
- Develop its workforce to meet the future burden of disease and make the most of everyone’s skills.
- Embrace service reconfiguration at scale and pace to achieve a better balance of highly specialised, specialised and generalised care across its estate.
