Job overview
- There are two posts available to cover the Birmingham Dental Hospital and Community Dental Service. Each post is 1 programmed activity for Medical and Dental or 4 hours for agenda for change.
As part of the Trust’s Digital Strategy Refresh, it is our ambition to bring together a group of experienced senior clinical leaders as conduits to support digital development across BCHC, ensuring a clinical driver in the decision-making process as we realise the myriad of digital opportunities available to us.
The DCIO will also support the CCIOs in delivering the Clinical Safety Officer function in the Trust ensuring the safety of the clinical systems that we use. Training for this function is available through NHS Digital and successful candidates will be supported in accessing this training.

The DCIOs will work closely with the CCIOs and other stakeholders including but not limited to Digital Technology Services, Business Information and Divisional Leadership Teams, to ensure the Trust’s Digital Strategy is clinically owned and led. The post holders will be responsible for representing the views of clinicians within their Division, championing the use of informatics as an enabler of change and quality improvement and providing clinical digital leadership whilst working collaboratively, to ensure patient and clinical involvement in the planning, development, delivery and evaluation of systems and services at a Divisional level.

Detailed job description and main responsibilities
- The post holder will be a clinical leader within their respective Division and be responsible and accountable for the Digital Transformation Programme.
- To deliver a strong clinical focus in the development and communication of Divisional Digital Strategies in line with the Trust’s Digital Strategy and associated Delivery Plan which meets local and national policy aspirations and underpins the Trust’s clinical and business objectives.
- Work with the relevant Divisional Leadership Team and CCIOs to ensure that the delivery of digital solutions meets with clinical need and priorities, ensuring that in practice the principles adopted will enhance the clinical objectives of the Division and the wider organisation as an enabler for safe and effective care.
- Work with the CCIOs to ensure mechanisms are in place to ensure clinician adoption of Digital Information Systems.
- The post holder will act as Deputy Clinical Safety Officers and be responsible for the assessment of IT systems for clinical safety, in conjunction with the Programme Manager.
- The post holder will be responsible for leading and setting the clinical direction of IT within their respective Division.
- The post holder will act in a project manager capacity, with progress being communicated to the Trust CCIO’s and relevant Committees.
- The post holder will manage communication between different stakeholders and staff, to gain their involvement in the EPR solution.
- The post holder will be responsible for driving the Divisional Digital Strategies agenda forward ensuring clinical systems meet divisional requirements.
- Facilitate engagement with clinicians to increase awareness of how Informatics can benefit clinical practice and patient care.
- The post holder will be the designated super user for clinical systems, supporting clinicians with familiarisation and queries.
- Promote innovation and champion the development of a digital culture that drives continuous clinical and business improvement across their Division. The post holder will actively support research and innovation in the digital space.
- Attend Trust committees / Boards, presenting Informatics project reports and documentation as required. (EPR PUPOG, Clinical Systems Board, DDTB).
- There is a requirement to chair the Digital Transformation Board within the respective Division.
- Ensure proposed Digital developments are effective in improving clinical practice and patient care outcomes, whilst adhering to professional and informatics standards.
- Provide operational/clinical view in developing Informatics Business Cases and present these jointly to approval groups or committee for resource allocation and setting appropriate priorities.
- The post holder will be responsible for producing high level IT reports including gap analysis and business analytics.
- The post holder will be responsible for developing functional specifications for proposed IT systems.
- Contribute to the development of clinical outcome measures within their respective Division and across the organisation.
- Contribute to the development of digital processes to enable effective clinical prioritisation within their respective Division and across the organisation.
- Identify Opportunities from current and planned Informatics developments; exploiting where possible, current systems and technologies to provide greater clinical benefits.
- In collaboration with CCIO’S participate in the development of clinical safety cases for new and existing clinical digital systems to ensure the clinic safety of said systems.
- Identify potential IT clinical hazards within the respective Division which may mitigate risks on a Trust level, ensuring IT systems are safe to use.
- Be responsible for managing Divisional clinical engagement in the development and roll out of the trust wide EPR, engaging with services to establish gaps in the existing core record and develop clinical processes and documentation to address any gap.
- Deputise for the CCIOs with delegated tasks/clinical information/safety projects relevant to the division. Post holder would be expected to deputise chairing for the Trusts Clinical Systems Board.
- The post holder will be responsible for the safe use of expensive IT equipment within their respective division.
