NHS Pension Scheme (NHSPS) is seeking a dedicated and experienced Business Manager to join our team on a 12-month secondment basis (with a possibility of becoming a permanent position).
As the Business Manager, you will play a pivotal role in ensuring the effective governance, performance optimisation, and administrative efficiency of the NHSPS, aligning our operations with our mission and strategic objectives.
Our recruitment process will be a single competency based interview.

Business Management, Strategic Planning, and Governance:
Lead and facilitate the annual business planning process, ensuring alignment with NHSPS's mission and vision.
Develop and execute strategic plans, ensuring governance and compliance are maintained.
Promote staff engagement and stay updated on the latest business management methodologies to enhance the administration of the NHS Pension Scheme.

Make critical data accessible to the management team for informed decision-making and target setting.

Business management, strategic planning and Governance.
- Lead on and facilitate the business planning process in-line with NHSBSA timelines, this includes ensuring that the Missions and Vision statements are reviewed annually, shared across the service and strategic objectives link to the vision.
- Work across Directorates with other Business Managers to ensure consistency in business planning function.
- Working with the Senior Management Team, to develop, deliver, and track progress for the following strategic plans across the NHSPS: three-year and annual service plan; communications plans; change plans; annual benchmarking; stakeholder engagement plans, and procurement plans; recruitment, induction and training development plans.
- Produce an end of year NHSPS report by the end of April each year. This will document progress against the service plans, celebrate success, and link with the refreshed service plan for the following year.
- Lead and coordinate audit planning, support for ALB review, Taxpayer Value Programme support, and ensure all associated action plans are created and completed.
- Promote NHSPS people engagement activities including the annual staff engagement survey. Ensure the results are analysed for the entire service, action plans developed and delivered. Ensure survey results are communicated to all staff and the management response is visible. Track and monitor progress against communicated action plans, to ensure the NHSPS delivers on its promise.
- Organise and maintain a forward programme for the monthly “NHSPS Team Brief”, as well as coordinate the bimonthly Head of Service Round table and other staff engagement activities.
- Ensure the SMT review and approve external strategic communication and published reports, for example; provide narrative and review the “Report of the managers”, in the NHS Pension Scheme Annual Report.
- Ensure all business documentation, is up to date including, but not limited to: Operational and project risk and Issues; disaster recovery and business continuity plans; Memorandum of understandings and Service Level Agreements.
- Create strong working relationships and work collaboratively with a variety of senior managers within NHSPS, the Workforce Directorate, and wider directorates with regards Communications and Commercial colleagues, ensuring commercial contracts are reviewed and up to date, in line with business requirements and planning, DDaT, and fraud and audit professionals, to review finance spend against the levy budget.
- Ensure all NHSPS Service Level Agreements, Memorandum of Understanding and Commercial Agreements are maintained and reviewed regularly, and the correct level of signoff is secured, while tracking the commitments within these documents are met by the service.
- Ensure that the business management processes are documented and maintained.
- Ensure the following business documents are maintained and continuously improved: NHSPS structure charts; job descriptions; skills profiles; induction and training materials; staff handbook; stakeholder engagement map.
- Keep informed on the latest business management methodologies and exploit any that will support the administration of the NHS Pension Scheme
Management review, performance and operational planning
- Ensure the Management Information, customer insight and financial reporting is visible to the management team and analysis is conducted to build narratives for business decision making and target setting.
- Encourage a ‘no surprises’ culture within the management team with any significant emerging issues are socialised within the management team; this will include a change in Key Performance Indicator performance, or performance agreed measures and targets.
- Monitor for unplanned variation in service delivery (activity, income, expenditure, capacity, performance) and if identified ensure Head of Service and management team are aware and track that action is undertaken where needed.
- Support Head of Service with the tracking of all budgets across the NHS Pensions Service, producing reports on time, so the head of Service is aware of any variations to budgets.
- Managing the budget for events across the NHSPS, and for own team of administrative/executive assistants
- Responsible for signing off expenses across the NHSPS team
- Ensure all internal and external business reporting is fit for purpose, accurate and delivered on time.
- Develop and maintain a process where value for money is tracked using NHS Pension Levy finance information, benchmarking data, historic MI, taxpayer value programme insight, and unit cost data. This will provide NHSPS with assurance that efficiencies are delivered across the full service and will support the setting of strategic objectives.
- With the support from SMT and Head of Service, develop and coordinate a regular business review process that creates the mechanism to monitor and evaluate progress against NHSPS strategic objectives, enabling the SMT to make sound strategic decisions for the NHSPS, based on robust analysis and accurate insight.
- Ensure the service is fully joined up with operational plans, including projects where impact assessments are carried out and baked into the NHSPS wide operational plans.
- Ensure workforce and workflow planning is robust and is continually developed.
Providing, leading, and managing administrative support
- Line manage the team of administrative/executive assistants.
- Both personally, and with the administration/executive support team ensure the following are in place for NHSPS:
- High quality support to the NHSPS SMT. This will include SMT diary and email management, as well as other administrative support tasks for the SMT as agreed with the Head of Service.
- Organisation of staff events, schedule meetings for SMT, act as secretariat on an agreed set of meetings and ensure minutes and actions are recorded, tracked and circulated in a timely manner.
- Support is provided to hiring managers throughout the recruitment process.
- Staff establishment controls maintained in the Electronic Staff Record system.
- Conduct any other administrative tasks as agreed with the Head of Service.
