Job overview
We are recruiting a Net Zero Delivery Manager to join The Newcastle upon Tyne Hospital’s NHS Foundation Trust Estates Directorate.
This is an incredibly exciting time to join the trust following the commitment by our executive team being the first NHS trust to declare a climate emergency. The post holder will lead a specialised team of sustainability engineers to develop and deliver a multiyear plan meeting the ambitions of the trusts net zero targets. The organisations commitment reflects growing evidence of the health impacts of climate change and air pollution and recognition that it is not enough for the NHS to treat the problems caused by air pollution and climate change – from asthma to heart attacks and strokes – it needs to play a part in tackling them at source. It builds on the NHS existing sustainability commitments in the NHS Long Term Plan.

As a Net Zero Delivery Manager, the post holder work as part of a dynamic team and will work closely with operational and strategic colleagues to support managers and staff across all of trusts buildings and infrastructure to deliver the Long-Term Plan sustainability commitments and the plan for the NHS to reduce carbon emissions to net zero.
We are seeking a highly motivated engineering professional who can work across organisations to deliver key pieces of work. The post holder will have experience of programme delivery and monitoring, evaluation and learning across complex projects in sustainability and the health sector is essential.

Detailed job description and main responsibilities
- To provide senior leadership to a specialised team of Sustainability Engineers and Project Managers in the production and delivery of the Estates Decarbonisation Strategy, meeting the ambitions of the Trust Climate Emergency Declaration, for Newcastle Upon Tyne Hospitals NHS Trust Estate, including the RVI, Freeman and various Community Estates, in line with the NHS Estates Net Zero Delivery Plan.
- Work closely with existing stakeholders, both internally and externally to the Directorate, including the Estates Energy Management and Estates Operation & Maintenance Teams, to develop work packages in line with the agreed Decarbonisation Strategy identifying potential funding sources, producing suitable business cases and funding bids, managing the application process and ultimately delivering projects on site.
- Work with the Capital Delivery Team to ensure that all capital projects are delivered in line with the aims of the Estates Decarbonisation Strategy, providing advice and guidance as required, whilst understanding potentially conflicting Operational demands.
- Work in collaboration with the Estates Energy Team to manage a programme of regular energy related audit to support the identification/prioritisation of potential schemes, monitor progress against targets and support the development of Business Cases and reports.
- Support the Estates Energy Team in the delivery of regular reports outlining progress against Estates decarbonisation targets and carbon saving projects, using various means of communications, to ensure that the organisation and wider community are aware of the action being taken in support of the Trusts Climate Emergency Declaration.
- To actively support the development and delivery of the Estates strategy including the production of site-specific decarbonisation plans with a particular focus on ensuring plans reflect the detail of the Estates Decarbonisation Strategy.
- Proactively manage delegated budgets in line with Trust Standing Financial Instructions, including the procurement of materials and services, ensuring that cost improvement is embedded within the financial management process.
- To author and manage various Estates related policies and procedures as they related to the field of work.
- Act as liaison with third party organisations such as the Department of Health, NHS Estates, Building Control, Environment Agency, Salix, Local Authorities etc.

Qualifications & Education
Essential criteria
- Educated to Postgraduate / Masters level in Building Services, Sustainability Engineering or a related Engineering subject or equivalent experience
- Registered as member with a professional body such as the IET, IMechE, IEMA, etc.
Desirable criteria
- Management qualification such as ILM level 5, 7 or MBA.
- Formal project or programme management qualifications such as PRINCE2 Practitioner or Managing Successful Programmes Practitioner
Knowledge & Experience
Essential criteria
- Extensive post qualification experience/specialist knowledge of engineering services and estates decarbonisation/Net Zero
- Proficient in the development of long-term strategies and plans for Estate improvement and business development
- Experienced in the management of projects in line with fixed programme, agreed budgets and government best practice, i.e., PRINCE 2 Practitioner, Management of Successful Programmes Practitioner, etc
- A thorough knowledge of the Business Planning process including the use of management techniques for the capturing of data, problem modelling, options appraisal, development of key performance indicators / success factors, etc
- Significant senior management experience in the leadership of teams in the delivery of construction or engineering related projects
- Experience in the management of budgets in line withstanding financial agreements and the procurement of services using traditional quotation and tender processes
- Demonstrable knowledge and passion to deliver engineering solutions to achieve Estates Net Zero by 2030
- Understanding of specialised practices, policies and procedures some of which are highly specialised to specific Estates, building and engineering installations and require expertise within the specialism, e.g., Disability, Discrimination Act, Health & Safety, Climate Change Act 2008 (2050 Target Amendment), energy demand reduction, and heat decarbonisation etc
- Experienced in the management of revenue and capital budgets in line withstanding financial instructions ensuring that value management is achieved.
- An understanding of the fundamentals of Quality Improvement methodology including the use of root cause analysis and the Plan, Do, Study, Act cycle

- Experience of working within regulated areas such as healthcare, pharmaceutical manufacture, etc
- Evidence of involvement in successful sustainability funding bid processes
