Blackpool Teaching Hospitals NHS Foundation Trust is situated on the west coast of Lancashire, with services covering the local authority areas of Blackpool, Fylde and Wyre. The Trust is part of the Lancashire and South Cumbria Integrated Care System (ICS) supporting a population of around 1.6 million people.
We have three main hospitals providing acute services to around 330,000 local residents. The post holder will have the responsibility for the successful delivery of the Occupational Therapy and Physiotherapy Workforce within and across the Community Care directorate. This will involve providing strategic management of identified function(s), and/or projects.

- Act as a source of specialist advice and support on Therapy roles and professional issues across the health workforce, including student placements, preceptorship, apprenticeship, supervision and mentoring, training and education.
- Supporting the delivery of care to highly complex or complex patients and attend any necessary Multi-disciplinary Team meetings as the expert therapist.
- Work collaboratively with colleagues with the therapy teams across health and care services within the system, and externally with colleagues as appropriate to support the development of a robust Therapy workforce plan.
- Work closely with other Therapy Professional Leads, locality Leadership Team and other colleagues as appropriate within the organisation to lead and support the development of practical tools and resources to support the Therapy workforce with sustainable workforce supply, training and education plans.
- Lead the development and approval of new local policies, guidance and protocols to support the effective implementation of key areas of focus for the role.
- Support system-wide approaches to identifying risks and issues, and appropriate mitigation and solutions, for the Therapy workforce.
- Attend forums and meetings as relevant to the role.

- To provide learning and development, and peer support for Therapists currently working across health setting.
- To work with Locality Leadership Team to develop an understanding of the role of Therapists across the breath of clinical areas of work, and support critical analysis of the effective deployment of Therapists to ensure the most effective utilisation of roles.
- Act as a champion for Therapists advising on new ways of working.
- Identifying where multi agency meetings are required and organising/facilitating as appropriate.
- Representing the interests of Therapists at regional and national stakeholder meetings/engagement events/conferences where appropriate – either as part of the wider team or individually.
- Identify and coordinate innovative projects for supporting the growth of the Therapy workforce at local and regional levels.
- Identify and share career development opportunities for Therapists.
- To be a link to the trust Practice Education Facilitator Team on student and apprentice education within the therapy teams within the Community Care directorate.
- Oversee the financial position in relation to Therapy workforce projects and report to key stakeholders on potential savings and efficiencies.
- To ensure programme delivery is in line with budgets and manage budgets independently as required.
- Ensure adherence to the budget, ongoing monitoring of expenditure against budget and ensure the appropriate documentation is available for scrutiny.
- Identify products, equipment, services and facilities for assigned activities, achieving stakeholder buy-in as required. Keeping mindful of budget limitations to contribute to the special order process.
- Ensure the benefits to citizens are maximised through careful, economical and appropriate use of resources including equipment, property, money, time, etc.
- Develop relationships across the local health and care system that will inform delivery at a local level.
- Act as a role model to support all bands of staff, encourage effective working relationships and the development of cohesive team working.
- Provide a common philosophy and vision to provide patient centred care.
- Working with the Clinical Improvement Team to support equitable training and development opportunities for staff for them to reach their full potential and enhance service delivery

- Provide programme management leadership and expertise to the placement development coordinators to deliver the agreed work stream outputs.
- Provide leadership, support and direction on training and education for team members in line with the AHP Workforce plan.
- Promote an environment that is conducive to learning and development, identify individual and department training needs through training need analysis, linking with existing clinical improvement team and Practice education Facilitators
- Support the locality Leadership Team and Chief AHP with the delivery of the AHP Workforce plan and strategy.
- To advise on research development opportunities.
- Support and inspire colleagues to improve, monitor and maintain quality and support across all departments and specialities in identifying and training and development needs concurrent with evidence based practice.
- Initiate and respond to user feedback by ongoing evaluation and identification of emerging trends ensuring evidence- based practice is in alignment with the needs of the service users.
- Make a key contribution to relevant internal and external forums and meetings.
- Responsible for the strategic management of supervision and governance structures for Therapists and training across the Community Care directorate
- Assist in the effective recruitment and selection of staff in line with the Trust
- Identify training and development needs of staff and ensure all new staff participate in Trust induction.
- Ensure performance issues are dealt with in an appropriate and timely manner in conjunction with the locality Leadership Team
- Advise on training and workforce interventions, and implement appropriate actions, in response to issues raised by audits or risk, aligning with service improvement and development where appropriate.
- Establish and maintain effective working relationships with Therapy colleagues across the neighbourhoods and acting as the gatekeeper for enquiries and escalate to Head of locality where necessary- acting as a coordinator and point of contact
- Communicate highly sensitive information in a considerate manner, able to present, persuade and debate at a high level to large numbers of professionals.
- Provide regular updates to Locality Leadership Team, analysing any risks to the delivery of Therapy workforce programme and proposing corrective actions.
- Act as the main point of contact for Clinical Leads or Team Leaders, resolving queries, changes to process, and support on workforce requirements or changes.
- Leading or providing support on consultation processes when required.
- Represent the Therapy workforce at system level meetings, leading on and coordinating the actions from the meetings with relevant stakeholders across the system.

- Lead on the development of a robust process to collate required data across the system.
- Post holder will support the Locality Leadership Team and Chief AHP, within scope of own professional and legislative boundaries and setting precedent where it may be lacking, taking guidance from peers and multi-disciplinary colleagues where necessary.
- Post holder will be the managerial lead for a designated Therapy Workforce programme project, agreed with the Locality Leadership Team and Chief AHP.
- Ensure continuing professional and personal development, keeping abreast of professional issues and changing technologies.
- Responsible for own professional conduct and attending all statutory and mandatory training required.
