The post holder will support the Parking Enforcement Manager in using IT systems to build, develop and maintain data models, reporting systems, data automation systems, dashboards and performance metrics support that support key business decisions . To assist the Parking Enforcement Manager in managing all enforcement activity including on-street and CCTV/ANPR enforcement and management of suspensions of parking places.

The Team consists of Suspensions Officers in the day to day management of Parking Suspensions. Provide overall cover in the Parking Enforcement Team and Management of Service Quality Officers.

To assist the Parking Enforcement Manager in managing all enforcement activity including on-street and CCTV/ANPR enforcement Relationship and contract management
To assist the Parking Enforcement Manager and Contract Monitoring Team in providing and managing the client function in relation to all aspects of parking related contracts from original strategy formulation, preparation of contract documents, tendering process, evaluation of tenders, award report preparation, negotiation of variation, monitoring processes, agreeing of accounts, and ensuring that all contract procedures comply with Legislation and Council Standing Orders.
To assist the Parking Enforcement Manager in budget preparation, monitoring and budgetary control in all matters affecting the service.
To assist the Parking Enforcement Manager in providing and managing the client function for the service in relation to all aspects of parking related contracts from the original formulation, preparation of specification, tendering process, award of contract including the negotiation of variations, monitoring processes, and agreeing the final accounts.
To represent the Council at internal and external meetings, seminars and project events with other Council Staff, Members and other Local Authorities and bodies, including contractors and potential contractors Reporting and systems
Will be responsible for cross-functional within the Parking Services by using advanced data modelling and analysis techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.
Communicate results and business impacts of insight initiatives to stakeholders within and outside of the council.
To develop and implement quality controls and departmental standards to ensure quality standards, organisational expectations, and regulatory requirements. People Management
To assist the Parking Enforcement Manager in in recruiting, training, developing and supervising analyst-level employees.
To achieve agreed service outcomes and outputs, and personal appraisal targets, as agreed by the line manager. Technical aspects
Organize and drive successful completion of data insight initiatives through effective management of Data Analyst and Service Quality Officers and effective collaboration with stakeholders.
Will lead in designing and building technical processes to address business issues.
To oversee the design and delivery of reports and insights that analyse business functions and key operations and performance metrics.
To manage and optimize processes for data intake, validation, and as well as modelling, visualization and communication deliverables.
To assist the Parking Enforcement Manager in the formulation and development of procedural and technical matters relating to all aspects of parking control and the presentation of those policies to management and other groupings.
To oversee the data/report requests process: tracking requests submitted, prioritization, approval, etc.
To ensure accuracy of data and deliverables of reporting employees with comprehensive policies and processes.

- Experience in Developing and implementing data analyses, data collection systems and other strategies that optimize
- Experience of the management of a group of staff responsible for the contract process, the ability to motivate staff to a high level of performance, and to operate and use an appraisal system.
- Experience in preparing accurate and meaningful records and analyses including financial information and cash flow projections and to present these to a range of groups and committees, with ability to prepare and monitor budgets and an awareness of the importance of such budgets
- Knowledge and experience to drive the continuous improvement of the team by embedding the analysis and use of evidence, benchmarking data, performance (HR, financial, operational) data and operational metrics and the use of quality management systems.
- Proven experience of preparing accurate and meaningful records and analyses relating to parking matters, including financial information and cash flow projections, and to present these to a range of groups and committees
- Acquiring data from primary or secondary data sources and maintaining databases
- Knowledge of statistics and experience using statistical packages for analysing datasets

- A full working knowledge and understanding of parking debt recovery legislation and processes. (and/or) blue badge policies and practices.
- Ability to develop, monitor and review a range of computer and manual systems and the ability to recognise the need and specify requirements for new systems
