Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation trusts. We provide a full range of hospital and community services for people in south London and as well as specialist care for patients from further afield including cancer, renal, orthopaedic, respiratory and cardiovascular services.
Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital.
Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions.
Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.

The SEL APC ENT operational manager role is a fixed term secondment position, accountable to the APC Managing Director and reporting on a day to day basis to the Network Programme Lead for ENT. ENT services in SEL are under considerable pressure with increasing waiting times for treatment and a growing Patient Tracking List (PTL). The post holder will be responsible for overseeing the ENT admitted and non-admitted waiting lists in SEL and directing service capacity towards treating the longest wait patients in the sector.
Working alongside the ENT Network SRO, Network Clinical Lead and Network Programme Lead, the post holder will be responsible for developing and implementing a coherent and sustainable approach to addressing and reducing the current inequity of waiting times and uneven distribution of long wait patient numbers across the sector, with a view to reducing long waits overall in the specialty. The postholder will work closely with the three ENT operational management teams at GSTT, LGT and PRUH, and other colleagues as required, to address the inequity that currently exists between the services.
Given the specific scope, focus and intensity of this role and its urgent and short term nature, the postholder will be expected to have an in-depth understanding of ENT including the typical operational and clinical processes, opportunities and challenges faced by this specialty both locally and nationally.

Detailed job description and main responsibilities
- Lead the planning, development and delivery of a sustainable approach to directing the ENT operational teams across GSTT, LGT and PRUH when equitably booking patients. This will ensure the next available theatre or outpatient capacity in the sector is used for the longest wait patient regardless of which Trust PTL the patient originates from.
- Currently each Trust’s ENT service manages its capacity separately. The post holder will be expected to quickly understand the complex nature of the three ENT services and clinical nuances of the theatre and outpatient clinical capacity. Then formulate a bespoke methodology for efficiently and effectively directing patient demand to the available capacity in the sector.
- The post holder will be expected to manage the admitted and non-admitted ENT patients in SEL as a single PTL, despite the relevant patient information being held across multiple data sources. This will involve changing key operational processes and would be the first specialty in SEL to function in this manner.
- There is no blueprint for managing a single PTL in SEL, as such the post-holder will be required to be innovative, flexible and agile in their approach to developing and implementing a solution across three Trusts.
- The post holder will be required to lead the change management process across the three Trusts for the programme of work. Developing a convincing case for change that can be used to engage staff at all levels within the three Trusts
- The post holder will be responsible for ensuring that all schemes and initiatives underpinned by robust financial analysis and understanding at commissioner and multiple Trust ENT services.
- The post holder must be competent in calculating the recurrent and non-recurrent revenue and capital cost implications as well as the income opportunity associated with their plans. Then setting this against the existing budgets of the three Trusts and any pooled funding pots that are available.
- Providing strong leadership to enable the services to work together effectively, to coordinate the three operational teams and challenge the teams to make sure the current inequity is addressed.
- Whilst the post holder will not have direct line management of ENT operational staff, they will be expected to provide operational leadership to multiple ENT staff in a matrix fashion. As part of the implementation of programme of work they will be offer guidance, coaching, expertise and set a positive culture of change across the ENT operational staff in SEL. Poor staff performance should identified and support provided to local managers with remedial actions as required.
- Proactively identifying and managing risks and issues, working with senior colleagues to unblock hurdles to progress across all providers and implement sustainable mitigation.
- Ensure the programme of work is compliant with clinical governance standards, other Trust-wide policies and processes and best practice requirements
The three acute providers in SEL – Guy’s and St Thomas’ NHS Foundation Trust (GSTT), King’s College Hospital NHS Foundation Trust (KCH), and Lewisham & Greenwich NHS Trust (LGT) – established the SEL APC in April 2020 as the vehicle for closer collaboration to maximise the health and care outcomes for the 1.7 million people who live in their patient catchment areas. We have a shared commitment to equity of access to diagnosis and treatment for all patients. The APC continues to mature and has developed a strong infrastructure and ways of working; it is successfully delivering a complex programme of work for SEL. This appointment is an important step in further establishing a team to lead the ongoing priorities of the APC.
The SEL ICS and all organisations within it are ultimately working towards the triple aim of “better health for everyone, better care for all patients and efficient use of NHS resources”. The purpose of the SEL APC is to coordinate efforts across the three trusts in pursuit of the triple aim. By co-ordinating efforts across the acute provider sector, the APC aims to:
- Ensure that all patients within SEL receive equitable access to healthcare services, wherever they present.
- Achieve sustainable, high quality and safe healthcare services across SEL.
- Make best use of collective resources by leveraging economies of scale.
- Collectively manage risk and benefits across a system.
