Islington Public Health is a unique public health service that forms a key part of the Council, and leads the way in improving the health and wellbeing of the borough's population and reducing health inequalities.
We are seeking to recruit an Assistant Public Health Strategist who will take an active and strategic role in helping to deliver our department objectives, using their knowledge and skills to manage and deliver a range of projects and programmes within the Best Start, Mental Health, Communities and Communications team.

You should be able to demonstrate: a strong track record in developing, delivering and evaluating public health programmes; have good communication skills and a good understanding of the public health responsibilities of the local authority in relation to health improvement.
You will work on the assessment of local health needs and the interpretation and implementation of public health policies, national guidance and the evidence base, to increase health outcomes in Islington. You will participate and sometimes lead on the planning, development, implementation and monitoring of public health interventions and programmes, services and strategic plans.
The post-holder will work primarily within the children and young people’s section of the team, but may provide support across the broad spectrum of public health, as departmental needs require.
The post holder will support and deputise for Public Health, where appropriate. As an Assistant Public Health Strategist you will work with Public Health team members as well as with partners across both councils, CCGs, service providers, the voluntary and community sector and beyond.
This post offers an exciting opportunity for individuals with excellent public health skills. You will have proven experience of using these skills and knowledge of public health methodology to develop, implement and assess policies, programmes and strategies to improve health and wellbeing and/or address health inequalities.

1. Project Management
a) To contribute to the planning, development, commissioning, implementation and assessment/evaluation of policies and programmes designed to promote health and/or address health inequalities, using a range of public health and health promotion competencies.
b) To support the procurement and contract management of services, to ensure delivery of NHS healthcare and local authority commissioned health promotion programmes that are high quality, evidence-based and demonstrate value for money.
c) To manage projects including evaluations and surveys, supervise allocated staff and monitor associated budgets to achieve identified outputs and outcomes.
d) To support key stakeholders with the implementation of local delivery plans, corporate objectives, local and national policies and public health initiatives.
e) To evaluate health inequalities and their impact on population groups by working with Health Intelligence, other sections of the councils and relevant health bodies, to collate, analyse and interpret appropriate data from a variety of sources and analyse data to inform assessment of needs, development of strategies, action plans, and evaluations.
f) To support the achievement of the Department’s, Local Authorities and Clinical Commissioning Groups objectives for healthy lifestyles and health inequalities.
2. Communications
a) To involve and consult local stakeholders in all appropriate local public health policies and guidance. This may include stakeholders in the voluntary and community sector, other council departments, primary care, Clinical Commissioning Groups, other health providers and community groups.
b) To promote and ensure a high profile and awareness is maintained of activity that promotes health improvement through community events, local media, other council departments and healthcare partners.
c) To offer, develop and deliver workshops to increase local knowledge and awareness of public health areas by engaging with a variety of stakeholders, for example, local community groups, health care professionals, schools and early years sites and patient groups.
d) To produce and deliver regular written and verbal updates to a wide audience including GP Practices, Council meetings, Clinical Commissioning Groups and community groups updating on service development, NICE guidance, best practice and health promotion activities.
e) To support and/or lead multi-agency meetings related to public health areas, as may be required.
f) To work in collaboration with local stakeholders, including statutory and non-profit making organisations and local communities to develop and implement plans for health improvement programmes.
g) To develop and maintain working relationships with appropriate departments in the London Boroughs of Camden and Islington, Camden and Islington Clinical Commissioning Groups, NHS England, Public Health England and other relevant networks.
3. Education and Training
a) To work in partnership with local stakeholders to identify training needs and develop and/or support the procurement of training to build capacity of staff in all settings, as appropriate.
b) To provide relevant public health expertise to inform programmes and strategic development for partnership working and future commissioning
4. Quality
a) To maintain a commitment to continuing professional development within the field of public health.
b) To provide public health advice to a range of programmes and to ensure that projects and other initiatives are delivered and informed by a clear evidence base.
5. Other
a) Any other duties as appropriate to the needs of the department, commensurate with the grade of the post.

Progression to PO2:
• To take the lead on the commissioning of services or other public health programmes, and conduct contract reviews with providers
• To lead or maintain working relationships between key stakeholders and partners to ensure that care pathways are robust and deliver their objectives
• To design and take the lead on service evaluations or reviews which inform service redesign to reflect changes in guidance, national or local policies, and support their implementation locally
