We have an exciting opportunity for an exceptional individual with relevant skills, experience and knowledge to join Northamptonshire ICB’s Safeguarding & Quality team as the Deputy Designated Nurse/professional for Safeguarding Children and Looked After Children. We are looking for an enthusiastic, self-motivated experienced registered nurse/health professional with a passion for safeguarding children alongside improving the health outcomes and addressing health inequalities for looked after children.

This post will support the Designated Professionals for Safeguarding Children and Looked After Children to deliver expert strategic leadership and direction for safeguarding children and looked after children throughout Northamptonshire, maintaining and improving the quality of services.

- To provide assistance to the Designated Professionals in working at a strategic level across the health and social care community, leading best practice in health services and facilitating multiprofessional inter-agency working in relation to safeguarding and Looked After Children
- To support the Designated Professionals in providing assurance that all activities necessary to ensure that the organisation meets its responsibilities to safeguard and protect children and young people are in place.
- To provide support to the designated nurses in the delivery of specialist safeguarding supervision.
- To support on the development, co-ordination and provision of a systematic safeguarding children training programme designed to meet the needs of the ICB staff and the wider health provider system.
- To work with the Designated Nurses to ensure ongoing monitoring, audit and evaluation and review of child protection, safeguarding and looked after children.
- To assist the Designated Nurses and Doctors in relation to the commissioning and delivery of services for looked after children.
Specific:
- Support all activities necessary to ensure that the organisations meet their responsibilities to safeguard/protect children and young people.
- At all times and in relation to the roles and responsibilities listed, work as a member of the organisation’s safeguarding/Looked After Children (LAC) team.
Inter-agency responsibilities
- Participate in multi-agency subgroups of the NSCP, multidisciplinary health groups and safeguarding committees as appropriate.
- Support the Designated Nurses in advising partners on health matters with regard to safeguarding and Looked After Children.
- Contribute to the planning and strategic organisation of safeguarding/Looked After Children priorities.
- Work with other specialist safeguarding/Looked After Children professionals on planning and developing a strategy.
- Provide advice (direct and indirect) to colleagues on the assessment, treatment, and clinical services for all forms of child maltreatment including neglect, emotional and physical abuse, Fabricated or Induced Illness (FII), child sexual abuse, honour-based violence, trafficking, exploitation, detention and within the Prevent strategy.
- Assess and evaluate evidence, write reports, and present information as required.
- Support the designated professionals in providing assurance to the ICBs and their accountable bodies through the implementation and monitoring of robust systems to assure the quality of looked after children services.
- Provide expert professional advice and support to safeguarding professionals employed by NHS organisations, independent healthcare organisations including senior managers, independent contractors in primary care and partner agencies in relation to Looked After Children and the safeguarding children legislation and statutory guidance.
- Working with the designated professionals for Safeguarding and Looked After Children, contribute to the development of children’s services and strengthen interagency arrangements.
- To participate in own clinical supervision.
- Contribute to identifying and fulfilling personal and team objectives as part of the performance development review process according to the organisation’s policy.

- To contribute to local children and young people’s strategies to ensure there is a system in place to check the implementation and monitoring of individual health plans.
- To work closely, and in support of, the Designated Looked After Children & Safeguarding professionals.
- Drive forward, in co-production with health, social care, education and police streams of work identified as health and wider system priorities.
- Contribute to identifying and fulfilling personal and team objectives as part of the performance development review process according to the organisation’s policy.
- Facilitate and actively contribute to the development of other staff through the use of personal development planning, one to one meetings, setting team goals and providing a variety of learning opportunities within the work area.
- Facilitate a culture that develops the leadership potential of all staff.
Health, Safety and Security
- Promote, monitor and maintain own and others health, safety and security in the working environment.
- Contribute to the development of client risk assessment and incident reporting.
- Employers must be aware of the responsibilities placed on them under the Health & Safety at Work Act 1974 to ensure that the agreed safety procedures are carried out to maintain a safe environment for employees and visitors.
Service Improvement
- To ensure ongoing monitoring, audit and evaluation of safeguarding children and Looked After children work.
- To contribute to the planning and development of safeguarding children and Looked After Children systems and arrangements in collaboration and agreement with service leads, designated nurse and designated doctor.
Quality
- To work at all times within the framework of national and local policies and procedures and the NMC Code of Professional Conduct.
- To undertake regular audits of child protection processes within the organisation, ensuring that the outcomes of such audits are evaluated and that any changes required are integrated into practice.
- To participate in audit, research and projects designed to promote practice that safeguards children from harm.
- To undertake internal reviews where it is identified that agreed procedures/guidelines have not been followed.
- To undertake the Organisation’s s internal management review of serious incidents following the death or serious harm to a child to include securing records in accordance with policies and clinical standards and preparing a written chronology of health records and management report according to LSCB Terms of Reference.
- To provide the Designated Nurse with a regular overview of relevant issues within Community Services relating to child protection practice and risk management.
- To contribute to the planning and development of policies, procedures and guidelines needed to support child protection work within Community Services and ensure they are updated to reflect best practice as informed by Internal Management / Serious Case /Child Death Reviews, audits, new legislation and DOH guidance.
- To ensure that staff are familiar with Northamptonshire Safeguarding Children Partnership Procedures, Working Together to Safeguard Children, Promoting the Health of Looked After Children , and that these are being adhered to.
- To contribute to ICB and NSCP reports as required.
- To identify areas of poor practice which present a risk to families, including failure to follow agreed procedures and to raise these concerns with the practitioner, their line manager and the Service Manager.
- To ensure safe and efficient systems, including monitoring and reporting for the dissemination of information and transfer of records for children who are the subject of a child protection plan.
Please note, there is an requirement for all positions at Bands 8b and above to be part of a On Call rota.
All new entrants to the ICB for a permanent position will be subject to a 6 month probationary period. For new entrants appointed on a fixed-term basis, the probationary period is between 1 and 6 months.
