Job overview
Islington Council has an exciting opportunity for qualified domestic gas personnel within its in house repairs and maintenance service.
Reporting to the Gas Quality Assurance Manager, the Gas Quality Assurance Officer will play a key role in ensuring the safe installation and efficient operation of domestic gas appliances within the borough. As well as completing annual landlord gas safety checks and responsive breakdown repair audits to approximately 10,000 properties in the north of the borough, the gas service is also responsible for carrying out both programmed and reactive installations.
The Gas Quality Assurance Officer will be responsible for carrying out inspections of work in progress by in house engineers, as well as a range of post inspections (including intrusive) on completed responsive repairs, gas safety checks and installations of new appliances and/or systems to ensure safety and quality.

Carry out gas inspections to ensure that work carried out on behalf of Islington Council fully meets the highest standard in regard to safety and quality.
Provide technical support for other departments within the Council which may include written reports to our legal and complaints departments.
Liaise with contractors to provide assistance/solutions to problematic works.
Carry out site visits to investigate, diagnose faults and specify repairs on gas fired appliances/systems and recommend installation of new gas appliances where appropriate.
To undertake other duties commensurate to the grade of the post.

Detailed job description and main responsibilities
The Gas Quality Assurance Inspector will be responsible to the Gas Quality Assurance Manager and the primary job role/function will be to carry out routine and ad-hoc quality control inspections of external contractors completing gas works on behalf of the council, as well as in house gas service operatives.
Quality control inspections will incorporate landlord’s gas safety checks, day to day/responsive repairs and planned/reactive installations of new gas boiler appliances and/or systems to ensure these are completed to current regulatory requirements, standards and industry best practice.
The Gas Quality Assurance Inspector will also be required to carry out intensive monitoring of in house engineers/contractors where issues are identified, including post intrusive inspections of completed works. The issues identified in as part of the Gas Quality Assurance Inspectors role will inform both formal and informal training (such as toolbox talks) programmes to improve the service.

EDUCATION and EXPERIENCE
Essential criteria
- E1 HNC, City & Guilds, ONC or equivalent gas or mechanical qualification
- E2 Have completed a recognised craft apprenticeship with considerable post qualification experience, complete with full current ACS Gas Qualifications together with Gas Safe Registered or equivalent
- E3 Demonstrable experience of undertaking technical inspections and domestic gas quality assurance checks within a social housing environment
KNOWLEDGE SKILLS and ABILITY
Essential criteria
- E4 Detailed knowledge of gas ventilation, installation and repair of domestic gas systems and appliances
- E5 Detailed knowledge of health and safety legislation, codes of practice and British Standards in relation to gas safety
- E6 Ability to provide on-site inspection of gas appliances/installations and produce high quality technical reports on findings
- E7 Must be able to investigate, recommend and implement solutions to services engineering design and maintenance-related technical problems.
- E8 Ability to monitor works in progress, issuing corrective or remedial actions as necessary to ensure works are completed to a satisfactory/safe standard
KNOWLEDGE SKILLS and ABILITY

- E9 Experience of monitoring gas installation, servicing and responsive repair contractors performance against agreed KPIs and benchmark standards
- E10 Good communication skills both verbally and in writing with ability to produce high quality letters, specifications of works and technical reports as required.
- E11 Displays an awareness, understanding and commitment to the protection and safeguarding of children and young people. and or vulnerable adults
- E12 Ability to communicate effectively with other members of Islington Council staff, other council departments, area offices, external clients/agencies, councillors and committees, tenants, contractors and consultants.
- E13 Ability to investigate complaints and enquires thoroughly and an provide concise, accurate responses in a clear manner avoiding the use of technical language and jargon wherever possible
KNOWLEDGE SKILLS and ABILITY
