Job overview
We are looking for a resourceful and ambitious assistant director with a commitment to challenging inequalities, to help develop a collaborative environment that empowers all staff to thrive and be able to deliver the high standards of quality required to meet the needs of our residents.
This role is an integral part of the Housing Operations service, bringing together our resident focussed service delivery, quality assurance, safeguarding and workforce development functions. Working with other the assistant directors across the department and supporting the Senior Leadership Team to deliver the Homes and Neighbourhood services vision to be the best housing service in the country in the next two years and to be resident led.
You will be responsible for coordinating between strategic leaders, and operational colleagues to ensure that we have a high quality and supported workforce, with the skills, knowledge, and experience to meet our current and future challenges, building on the strengths of our residents and the resources of our community. Leading our strategic and operational approaches to housing management, making sure it is everyone’s business, ensuring that resident’s empowerment is promoted and so is their independence and their human rights.

Your duties will include proactively leading, managing, planning, and organising the workflows of the service. You will provide operational and strategic vision, strong leadership, and support as a key management role in the service.
A crucial part of your role will be to ensure that the service is run in the most cost-effective and efficient way. You will also be tasked with raising the profile of Islington Council Housing Management Services internally, regionally, and nationally through collaborative working, professional networking, and innovation in solutions.
You will lead our work to coordinate extensive housing management services and best practice initiatives across internal and external provision within the Homes and Neighbourhood services. You will ensure a strengths-based approach permeates decision making at all levels, and that a culture of reflective learning and improvement is developed and embedded.
You will lead the delivery and development of transformative, innovative, and improved services, created by the principles of co-production and engagement. This includes the maximisation of digital solutions, taking a proactive role in engaging and influencing partners across Housing, Health and Social Care to maximise opportunities, enable residents to live independently, and exercise choice and control over their lives. You will lead on developing partnerships networks and relationships with stakeholders to deliver models of best housing management services and drive efficiencies.
Working for our organisation
As the Assistant Director of Housing Management your primary role will be to lead the delivery of the Housing Management Services within Islington Council for 36,000 tenants and leaseholders. You will be responsible for ensuring that the service is effective, fit for purpose, meets the regulatory framework, places tenant and leaseholder empowerment at the heart of the service and aligns with the Council’s corporate values and principles.
The Housing Operations services vision and values have been co-produced with our residents and partners.
The role reports to the Director of Housing Operations and Deputy Director of Homes and Neighbourhoods and will be based within the Housing Operations service within the Homes and Neighbourhood service.

Detailed job description and main responsibilities
- Strategic and operational leadership of the Housing Management service, which complies with regulatory standards, relevant legislation and Government guidance. This should be underpinned by reliable evidence, regular reviews and clear plans to continually improve the services managed and deliver value for money.
- Setting and monitoring clear and ambitious service performance requirements ensuring that services are delivered efficiently and effectively to a high standard of customer care by driving up performance of both individuals and teams.
- Delivery of services which have regard to and reflect the diversity of residents/customers across Islington taking account of differing needs, ensuring all staff adopt a proactive customer-orientated culture.
- Be the strategic lead for tenant empowerment and engagement; ensuring a strong customer voice influences service design, development and improvement.
- To safeguard the well-being of children and vulnerable adults.
- Responsibility for services delivering the Council’s ambitious, resident led, plans, ensuring the Council’s CARE values and providing Housing Management services to customers / residents that are the best in the country.
- To provide dynamic and visionary leadership to drive forward the council’s agenda and to ensure that the council and its partners provide effective and efficient services that meet the needs and aspiration of our communities and residents.
- Provide strong leadership and assurance for the delivery of required service improvement and change priorities ensuring the whole workforce is engaged and focused on successful delivery.
- Responsible for planning, controlling and deploying financial, staffing and physical resources to best effect to deliver agreed service priorities and to continuously improve the quality of the service for the benefit of customers.
- Collaborate with external partners and devise negotiation strategies to produce an integrated and co-ordinated multi-agency approach across service delivery. This involves development of innovative solutions and creating strategic plans to deliver programmes and projects.
- Build and maintain effective working relationships with relevant elected member portfolio holders, Service Directors and Heads of Service across the council including the provision of clear, balanced advice and guidance to the Director of Housing Operations and Lead Members on the strategic and operational service issues and challenges facing the service.
- Develop and maintain positive relationships with elected members to ensure the Council strategic priorities are effectively implemented and to support Members to undertake their strategic monitoring role.
- Take a leading role on the work relating to the Regulation of Social Housing.
- To promote partnership work with Adult Social Care and Children’s Services to provide a joined up and partnership approach for our residents.
- Strengthen the sustainability of our Housing Revenue Account ensuring that improvement is delivered within the context of required value for money and efficiency savings.
- Establish and promote a culture of learning and workforce planning that enables staff to realise their potential, manage their careers and therefore improved outcomes for Islington residents.
- To support the Council’s role in planning for and responding to civil and council emergencies using skills/expertise of the post holder and in accordance with council emergency procedures.
- Deputise on a rota basis for the Director of Housing Operations.

- Experience of interpreting vision and strategy to drive delivery through strong and effective leadership; setting service standards and empowering others to deliver
- Experience of leading a large, complex, set of public facing services at a senior management level
