The post holder is responsible for strategically leading the review and development of the Locality overarching strategic planning. The post holder will play a lead role in the development of Stockport wide strategies to deliver national and local policy requirements and in securing improved outcomes for residents and patients. This requires working with local public sector partners and other partners and colleagues within the Greater Manchester Health and Care partnership.
The post holder will play a key role and make a significant contribution to the future integration of NHS and local authority planning, strategy and assurance functions.
Along with other “direct report” managers, to deputise at meetings and forums as appropriate, for the Associate Director for Delivery and Transformation.

The post holder is responsible for leading the strategic analysis of population and performance information to develop and make recommendations on priorities for action, working closely with public health colleagues and the JSNA and ensuring planning priorities and activities are aligned.
They will take a lead role in preparation for and reporting to and from key Locality Committees on strategic issues, developing and delivering very complex information, ensuring the audience understands it. They will at times be seeking agreement to a course of action, where there is or has been disagreement towards the proposals.
They will provide expert advice and guidance to the Locality Senior to inform strategic planning, commissioning, clinical quality and safety standards and decisions relating to commissioned services. This information is multi-faceted and made up of many strands. They will need to interpret national and Greater Manchester policy in relation to planning aspects of the Locality overall strategic direction.
They are jointly responsible with relevant colleagues for ensuring that the organisation in its development of corporate plans takes into account issues of equality and remains fully compliant with equality legislation and NHS guidance. In doing so the post holder will liaise closely with colleagues in similar roles across the local health & social care economy and Greater Manchester.

The post holder will need to be able to work to deadlines and to review and revise priorities and plans regularly in the context of local and national priorities.
A major area of activity will be the responsibility for identifying national and regional policy requirements relating to planning and assurance and lead the strategic development of local strategic objectives, outcomes and joint implementation plans for health and social care services across Stockport partners (Locality, SMBC, GP Federation and local Foundation Trusts).
They will ensure wider partner plans align where appropriate, requiring assessment of a number of streams of information, identifying where there is alignment and addressing divergence where needed. They will need to propose solutions to these problems.
They will oversee and contribute to the development of long-term (5 year) strategic and operational business plans which clearly align to national, regional and local priorities and policy objectives.

- Educated to degree level
- Post graduate qualifications or knowledge equivalent to Master’s
- Project management qualification or demonstrable equivalent knowledge.
Experience

- Extensive experience of working in a public sector policy or planning environment
- Experience of managing effective partnership work programs and arrangements across sectors
- Experience of effectively managing a budget including planning
- Experience of challenging senior managers in contentious or sensitive circumstances
- Project management expertise
- Extensive experience of writing significant documents (size and importance) on behalf of others for a variety of audiences
- Proven track record of managing external suppliers to deadline and budget
- Experience of directly working with members of the public
- Experience of working with and influencing Board level colleagues to provide advice
