Job overview
Coventry and Warwickshire Children and Young People (CYP) transformation team is responsible for the development and delivery of the Integrated Care System CYP programme.
It will be a key role within Coventry and Warwickshire Integrated Care Board leading on the project management, development and delivery of the quality transformation projects for the Children and Young People Strategy. They will provide leadership and clinical oversight of quality and safety as part of the CYP Transformation programmes of work.
Working closely with partners across the Local Authorities, NHS Trusts, NHS England, Designated Clinical Officers and relevant clinical networks, the role will be pivotal in the transformation of Children’s Health and SEND services to ensure a joined-up approach across the universal and targeted 0-19 pathway, including for those with complex needs and disabilities 0 – 25 (including transition).
The post holder will be expected to work in co-production and collaboratively with clinical colleagues, children and young people service users, parents, families and communities to support priority setting and work programme development, including service redesign.
Transformational developments will be sustainable, resilient, and consistent across the children and young people group. They will enable delivery of national and local targets, support the local population health and prevention system and proactively addressing inequalities.

- Quality lead for the CYP workstreams, responsible for the prioritisation, planning, and implementation of transformational change. This group directly reports and is accountable to the CYP Transformation Group.
- Contribution to strategic thinking, planning, and design to improve health and wellbeing outcomes for children and young people.
- The post will work closely with the ICB Quality and Patient Safety Team and Trust risk management/governance leads to support the delivery of the clinical governance agenda by raising the profile of best clinical risk management practices to achieve improvements in client care and reduce adverse incidents by promoting clinical excellence.
- Developing a local vision for improved children and young people services and outcomes which ensure that there is equity of access regardless of where they live.
- Ensure that the CYP quality and safety governance program is fully integrated into all CYP programmes of work.
- Provide leadership, advice and resource on quality, safety, and transformation programmes.
- Support the embedding of a culture of continuous quality improvement and assurance across all services through activities such as audit.
- Champion the expectations within the Long-Term Plan (2019) and strengthen contribution to prevention and health inequalities.
- Maintain and respond to NHSE reporting processes to ensure all requested submissions and deadlines are met.

Detailed job description and main responsibilities
Communication
- Create and maintain close working relationships with all key stakeholders across health, education and the wider partnerships including the local authorities to enable the integration of processes and shared pathways.
- Ensuring that co-designed services with service users and local communities
- Demonstrate effective stakeholder management by pro-actively managing stakeholders, respond to, and resolve conflict when this arises through facilitation or other appropriate mechanisms
- Responsible for receiving and communicating complex information related to guidelines and audits and this will require good concentration skills to review and analyse data.
Analytical and Judgement Skills
- Review and provide analysis of data pertaining to projects, presenting, and reporting information to the Children and Young People workstreams and CYP Transformation Group.
- Model a collaborative and influencing style of working, negotiating with others to achieve the best outcomes, embedding this approach across the CYP team.
- Engage in service development opportunities and seek to learn from other regions and national initiatives.
Planning and Organisational Skills
- Ensure there is effective alignment of?? any national, regional, or local changes the projects will have on services.
- Supporting both providers and ICB CYP team in the delivery of project plans, identifying risks, issues, and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.
- Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards in a cost-effective manner.
- Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary.
- Contribute to short, medium, and long-term business plans, achieving quality outcomes.
Physical Skills
- The ability to use a range of a keyboard, IT packages and applications.
Human Resources
- Supporting the other members of the CYP team providing supervision as needed.
- Deputise for the Senior CYP transformation manager.
- Participate on the ICB on call rota
Responsible for Policy and Service Development Implementation
For the CYP transformation work programmes the following responsibilities will apply:
- Assist with the interpretation of national policies in relation to Children and Young People.
- To identify local and national good practice in service delivery, ensuring information and learning is disseminated
- Contribute to developing business cases and action plans for service development in line with national policy and local direction.
Responsibilities for Financial and Physical Resources
- Contribute to the development and delivery of the transformation programme, ensuring regular monitoring through the appropriate ICB governance forums.
- Identify mitigating actions to address programme risks and issues.
Responsibilities for Information Resources
- Regular requirement to use different programmes and information systems to contribute to producing reports and presentations in relation to services.
- Working closely with other ICB departments and organisations to ensure that the relevant information is provided both in terms of programme reporting and service level information.
- To work closely with Programme Leads across multiple providers to ensure relevant information is provided to key stakeholders.
- Have a good understanding of digital systems
Responsibilities for Research and Development (R&D)
- Contribute to ensuring that all business cases and plans include relevant clinical evidence/research and best practice as a key information requirement.
- Remain appraised of the latest research and developments related to their individual work programmes.
- Identify and share best practice and learning in a structured and systematic way, transforming learning into service improvement.
Freedom to Act
- The post holder will be expected to manage the project areas delegated to them and will have the freedom to determine the necessary processes, systems and actions required to achieve They will be guided by general organisational and professional policies, but in the main the post holder will need to establish the way in which these should be interpreted and delivered.
Mental/Emotional Effort
- The post holder will be required to manage multiple issues on a daily basis and will have the ability to switch tasks as a result of unplanned interruptions and/or situations arising requiring urgent
