Job overview
The UKHSA Cyber Directorate provides strategic leadership and oversight for developing and managing a common and bespoke suite of performant, modern, secure, data and analytical tools, services, platforms and applications, ensuring access to high quality data and analytics services, internally and externally.
This role is a senior role within the structure and is responsible for managing the delivery of a full range of business operation services to support the effective working of all staff in the Directorate. They will lead a business support team across the Cyber team, to ensure it is able to operate efficiently and effectively working within Civil Service and UKHSA corporate guidelines and governance processes. As delegated by the Director, he/she will lead identified workstreams that may include finance, business planning, risk management, corporate governance, workforce, learning and development, health and safety, accommodation, business continuity and other appropriate areas to ensure that the resources across the Directorate are used effectively. The post holder may work with colleagues who are based across the country at different sites and/or who work remotely.

Key Responsibilities
- The end-to-end procurement for new and existing contracts is done in line with the Buyer’s guidance (e.g., Book of Work) and security policies, and any applicable regulations and government procurement frameworks.
- The Cyber Team can procure and manage new and existing contracts efficiently and effectively.
- A procurement pipeline is continuously reviewed, maintained, and communicated in collaboration with the Buyer.
- All invoices relevant to the Cyber Team are paid within appropriate timescales.
- Progress on procurements and associated financial management is frequently reported to senior Buyer stakeholders.
- Overall budgets for the Cyber Team are managed efficiently and effectively.
- Business plans and funding bids for the Cyber Team are defined in collaboration with key Cyber Team stakeholders and submitted to the Buyer’s commercial team.
- Lead and manage the end-to-end procurement and re-procurement process for new and existing contracts within the Cyber Team, including planning, managing changes to scope, and progress reporting.
- Develop a pipeline of live and planned procurements that has been agreed and is continuously reviewed with the business to allow for planning and resource allocation.
- Commercial management to oversee all financial, forecasting, and budget management activities within the Cyber Team to ensure correct distribution of budgets, and that invoices are reviewed, approved, and settled within appropriate timescales.
- Engage with the cross functional teams (e.g., Technology, Operations, and Compliance) and commercial team to develop effective and collaborative relationships that facilitate effective and streamlined procurement, commercial, and contract management activities within the Cyber Team.
- Identify improvements to continuously improve existing procurement processes as well as the ability of the Cyber Team’s Business Support Function to monitor finances and procurement activities (including knowledge sharing as required).
- Provide timely and accurate progress and budget reporting to senior Buyer stakeholders, escalating any issues to the Cyber PMO/SLT to allow the remediation of any blockers and issues.
- Oversee and manage the budgets for the Cyber Team, including forecast planning.
- Define and submit business cases and funding bids for the Cyber Team, including scenario planning to determine the impact of different funding levels on overall Cyber Team delivery capability.
- Ensuring the efficient and effective delivery of a comprehensive, cross-site and cross-functional business management service, to meet the needs of the Directorate;
- To be a visible, positive and competent leader and role model ensuring high professional standards and behaviours across the business support team;
- Lead the day-to-day operational delivery of the Directorate business support function, responsibilities and resources, planning and managing the physical resources that ensure the business support function is fully equipped and fit for purpose
- Effective line management of administrative and business management staff (if applicable) and management of administrative functions to ensure flexibility and capacity to meet the needs of the Directorate.
- Routinely monitor and report to the Senior Team on staffing levels against the budgeted establishment and provide practical advice and support to managers on resourcing options, liaising with Finance and HR business partners as appropriate;
- Ensure the Directorate establishment requests (ECFs, RRFs, SAFs) are processed in line with strategic direction, national guidance, the Directorate or budget and appropriate recruitment and HR processes. Working with HR and Finance business partners where appropriate.
- Work closely with professional HR colleagues in the delivery and implementation of workforce matters e.g. training, policy briefings, change programmes etc.
- Where appropriate, provide advice and support to managers within the Directorate on related workforce matters, through effective liaison with national experts e.g. HR, recruitment, learning and development etc.;
- Manage end to end business support and administrative processes to ensure adherence to governance requirements and flexibility and capacity to meet the needs of the Directorate;
- Coordinate the annual appraisal process across the Directorate in line with PHE requirements, providing advice and support to managers; monitoring and reporting on performance in line with organisational policy;
- Take a strategic lead on/or participate in agreed topic areas or workstreams, to include working with relevant national teams, representing your Directorate on appropriate national forums;
- Routine monitoring and reporting of compliance with statutory and mandatory training requirements and appraisal returns for all Directorate staff.

Location information
UKHSA operates a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at your core location - Hybrid / Any core UKHSA location (Birmingham, Leeds, Liverpool, London). For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs.

For AfC or Medical/Dental posts, you must have the correct professional registration to be appointed. The pay will follow the AfC or Medical & Dental terms & conditions.
