UKHSA’s remit, as an agency with a global-to-local reach, is to protect the health of the nation from infectious diseases and other external threats to health. As the nation’s expert national health security agency UKHSA will:
- Prevent: anticipate threats to health and help build the nation’s readiness, defences and health security
- Detect: use cutting edge environmental and biological surveillance to proactively detect and monitor infectious diseases and threats to health
- Analyse: use world-class science and data analytics to assess and continually monitor threats to health, identifying how best to control and mitigate the risks
- Respond: take rapid, collaborative and effective actions nationally and locally to mitigate threats to health when they materialise

The Business Operations Manager will report to the Senior Business Operations Manager and line manage the business support manager/s within the East of England. The role is based within Health Protection Operations.
The Business Operations Manager will lead a team across the East of England, based at various sites (and/or remotely), with responsibility for formal administration including project management, data, information and reporting.
The role would be suited to someone with strong people and project management skills with the ability to work to deadlines, attention to detail and is familiar of working in environment with competing priorities.

Operational management/Governance
• Actively seek to identify, recommend, and implement improvements.
• Manage the co-ordination and completion of various directorate submissions for monthly and quarterly business returns (i.e., quality plans/self-assessments, scorecard) and internal audits.
• Manage the co-ordination and maintaining of up-to-date tactical team risk registers for the Directorate and ensure there is effective two-way flow of risk related information up to the Senior Team including a tracking mechanism and escalation process.
• For sites where there is no facilities management team, provide any required estates and facilities management support within the Directorate including the associated infrastructure and IT.
• Setting up and maintenance of an equipment asset register within the Directorate working with relevant ICT/Facilities and Site Lead as appropriate.
• Identify any potential gaps within local/team processes in terms of compliance and governance; including representing the Directorate on policy groups and leading any associated work.
• Ensure that business continuity plans are in place and are regularly updated.
• Lead on and co-ordinate the implementation of the UKHSA Health and Safety Policy and arrangements. Deputise for the Senior Business Operations Manager to ensure business continuity (if applicable)

Financial and Resource Management
• In conjunction with the Directorate’s allocated Finance Business Partner and Director/Deputies, undertake the annual budget setting review, coordinating the various budget setting activities.
• Undertake regular budget monitoring in liaison with the Finance Business Partner. Initiate, and be responsible for any consequent remedial action on behalf of the Director, in conjunction with the allocated Finance Business Partner.
• Having operational oversight of the Directorate’s budget, capital spending and staffing costs throughout the year, working with the Finance Business Partner to identify potential overspend/underspend and any remedial action.
• Undertakes procurement activity in liaison with Procurement Professionals
Human Resources Management
• Support the senior management team to plan, implement and coordinate delivery of an effective training and development programme for the Directorate working in liaison with L&D and Workforce colleagues were appropriate.
• Oversee recruitment activity for the directorate working with recruitment, HR and Finance teams where appropriate.
• Support the successful induction of new staff into the Directorate or Centre, including organisation of new IT equipment, passes etc.
Planning and Organisation
• Contribute to the planning of Boards and Committees for the Directorate, identifying interdependencies across Programmes/functions
• Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with business priorities.
• Contribute to short-, medium- and long-term business plans, achieving quality outcomes.
• Work with and support the Directorate’s Senior Leadership team to ensure adequate planning for key cross Directorate meetings, to include preparing schedules for agendas, to reflect business and programmatic priorities.
• Oversight of key directorate projects, including working with project and programme professionals to create and maintain effective project management plans and processes.
• Develop and implement effective records management processes relevant to business needs and ensure they are maintained.
• Establish, develop, and maintain office and operational systems for effective working.
• Contribute to the development of key performance indicators for the successful assessment of individual and work area’s success.
• Support aspects of Research and Development activities, collating information, analysing data and reporting findings.
Communication and Key Working Relationships
• The post holder will develop effective working relationships and communicate regularly with a wide range of individuals, including internally: clinical and non-clinical staff, scientists, academics, corporate staff e.g. HR and Payroll, managers and Directors. External: NHS, Academic Institutions, other Civil Service Departments, public bodies, stakeholders and members of the public. This may include verbal face to face communication, including delivering presentations and by phone, email, correspondence, reports and briefings.

Undergo a programme of on-going development and education, including the annual appraisal process, to build on existing knowledge and develop skills to meet the behaviours and competencies required to undertake the role.

• As a Category 1 responder under the Civil Contingencies Act 2004, UKHSA has a set of civil protection responsibilities which it must fulfil in the response to any emergency or major incident. Location information
UKHSA operates a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations Cambridge, Harlow and Mildenhall.

For AfC or Medical/Dental posts, you must have the correct professional registration to be appointed. The pay will follow the AfC or Medical & Dental terms & conditions. For Temporary Appointments, if you are not currently a civil servant, you will take up the post on a Fixed Term appointment. You may be able to take this role up as a Secondment. If you are an existing Civil Servant, based outside of the UKHSA, you will take up the post as a loan which you will need your department to agree. You cannot take the post up as a fixed term. If you are an existing UKHSA member of staff, you will take up the post as either a level transfer or a temporary promotion as per the UKHSA’s Pay policy.
