Job overview
The post holder will act as Deputy Security Manager who is responsible for leading the strategic direction of the organisation’s security management with a dedicated security team providing excellence in security management standards.

You will have delegated responsibility for aspects of the management, monitoring and co-ordination of the security service provided by Medway NHS Foundation defined by the Security manager. As the competent person for security, the post holder will be the on-site expert in security matters and accountable to the Security Manager.
The post holder will act as one of the competent persons for the Trust by advising and monitoring of security incidents and will investigate all aspects of crime and report these where appropriate to the relevant statutory body as necessary.

The Security Department sits within the Estates and Facilities Support Services Section within the Estates and Facilities Directorate and provides a wide ranging service. The team ensures that relevant targets are met, that we are compliant with relevant legislation, guidance and recommendations and that we provide Security to the Site in a sustainable manner ensuring best value. Education and training to ensure the development of our staff is a key priority.
Detailed job description and main responsibilities
To act as Deputy to the Security manager who will Lead the security staff in the provision of a high quality service by providing expert knowledge, direction and advice on practical applications and measuring performance via agreed KPI‟s.
Act as one of the the Trust’s competent person for security, ensuring a Pro-Security culture is delivered including deterrence, prevention, detection, investigation, sanctions and redress, with emphasis on tackling violence and aggression, protection of assets, security of drugs and hazardous materials, and protection of maternity & paediatric units.
Continually critically and advise on security systems to ensure security is not compromised given the constantly changing and developing environment.
Act as one of the Trust’s expert advisor in relation to security requirements for redevelopment projects and be project lead where requested by the capital planning team.
Be proactive in raising the awareness of all Trust staff in security issues and liaising with training and development to ensure that appropriate Conflict Resolution Training is delivered to front line staff.
Actively participate in the Security Committee meetings as required and prepare and submit monthly statistics highlighting crime trends. Provide appropriate advice on reducing the number of incidents delivering best practice through a programme of corrective and preventative actions.
Deputise for the Security Manager in representing the Trust externally on Kent Police and NHS Counter Fraud Authority (NHSCFA) initiatives. Develop and maintain close working relationships with all relevant parties including other Trusts, the NHS England / Improvement, and all relevant internal and external stakeholders.
Lead, motivate and provide direction to site based Security Supervisor, Security Officers and Security Support Officers as required. Ensure that Trust Policies and Procedures pertaining to Patient Safety and Patient Dignity are understood, implemented, and lived within the organisation.
Participate in delegated meetings as required by the Security Manager, representing Estates and Facilities and Security.
Particiapte in the assurance that practical steps are taken to create the pro-security culture within the Trust so that staff, contractors and patients accept responsibility for their personal security, and automatically detect or report breaches as they occur
Participate in the process that ensures Security Staff are correctly licensed, enhanced DBS checks are carried out, and staff are trained in the application of their tasks and duties.
Participate in the Trust risk assessment process, including the Trust’s health and safety representatives, so that security-related issues are an integral part of that process. Work closely with the organisations Senior Fire Safety and other officers.
Collect and collate evidence in line with judicial requirements for timely and appropriate case files for use by CPS or LPU and assist Counsel in court as required.
Ensure incident reporting is maintained and Datix incidents are actioned reviewed or escalated at appropriate levels.
Assist with ensuring security staff are trained in response to security calls and are able to critically evaluate and prioritise incidents. Ensure positive engagement with all patients, staff and visitors and lessons learned are noted and actioned.
Ensure Security Assignment Instructions and Standing Operating Procedures are followed and Control Room and CCTV Procedures are implemented, reviewed and security staff adhere to them.
Assist in the creation of the lock down plan and to give assurance in relation to subject areas where there should be due consideration to counter terrorism and agreed policing processes.
Provision of Security Services
Assist in departmental security risk assessments as required. Evaluate Protective Security Systems on an annual basis.
Participate in the control of access to sensitive areas such as Maternity, Paediatrics, Emergency Department, Pharmacy, Pathology, Offices and deal confidently and appropriately with individuals who challenge access into organisation.
Follow professional guidelines to ensure that criminal prosecution is considered in all punitive actions taken and evidence is retained accordingly. In respect of penalty notices the evidential requirements and procedure to ensure recovery of fines is achieved.
Assist with implementing Counter Terrorist Strategies and Procedures in conjunction with the Police Counter Terrorism Specialist.
Act as Deputy Security Manager to develop and maintain close relationships with local police and support officers.
