Advert
a) To support the Director of Non-Acute and Primary Care Contracts and the Director of Primary Care Commissioning in the transition and establishment of relevant policies, procedures, and governance structures to on-board and subsequently deliver the delegated commissioning responsibilities for all POD contracts, in accordance with national policy and guidance, with a specific focus on dental contracts.
b) To lead the development of the CCG/ICBs approach to the negotiation, monitoring and review of a portfolio of delegated primary care contracts, and any identified associated impacts to existing contractual arrangements, specifically dental but not excluding optometry and pharmacy, and the establishment of relevant policies, procedures and local governance structures to deliver the delegated responsibilities
c) To develop and implement, in partnership with clinical leads and NHSE, clinically driven and owned, changes to local service pathways to maximise quality, efficiency and outcomes
d) To support the understanding in patterns and trends of historic use of services, as well as the future needs of the population, to plan and secure effective services for the population within available resources
e) To interpret national and local policy, then apply it to the local health economy, to ensure maximum quality of commissioned services for the CCG/ICB population.
f) To lead in the development and production of information systems and reports to support business decisions, capacity planning and the ongoing monitoring of contracts
g) To support in ensuring that the SH Primary Care Contracts and Commissioning teams are best placed to understand changes in contract performance and that payment processes are supported by appropriate analysis
h) To develop strong and effective working relationships with stakeholders relevant to the portfolio including clinical and managerial leads within providers, professional clinical and representative bodies, Local Authority and partner colleagues, NHSEI commissioning and contracting teams and other local CCG/ICBs, to enable service change and improvement.
i) To deploy high quality communication skills to ensure that all stakeholders are aware of developments and objectives in commissioning and contracting services, making use of a wide range of media and well-developed persuasive, and negotiation skills where agreement or cooperation is difficult to obtain
j) Drafting detailed reports summarising status on issues, appraising outcomes, and providing progress reports for relevant forums and senior managers
k) Collate as required, a range of information and lead appropriate analysis to develop robust business cases, policies/procedures and contribute to project ‘products’
l) Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLA’s) which may impact service
