Job overview
The post holder is a critical part of the Primary Care Directorate senior management team combining key functions of general medical service and Community Pharmacy delivery, including contract and performance management of GMS and Community Pharmacy, cluster development, with a lead role in supporting the Ceredigion County and planning to
support the organisation in the delivery for its objectives.
The post holder is responsible for leading the planning and development functions of general medical services and community pharmacy, collaborating with other members of the Primary Care Directorate and liaising with other parts of the Health Board as required. The post holder is responsible for the development of long term operational, service and
strategic plans for general medical services and community pharmacy in line with Health Board strategy, working closely with the Finance and Planning Directorates to ensure the alignment of service and financial plans.
Advert
To provide leadership to the Primary Care Service Managers on contractual and performance management as well as operational management support to the Managed Practices when required. They will lead a programme that develops high quality practice, contract and performance management.
To ensure that the aims and objectives of the Health Board are clearly communicated to the staff within the team and contractors and to take a lead role in determining the objective for the general medical services and community pharmacy as part of the Primary Care Directorate.
To ensure that the Primary Care GMS and Community Pharmacy function is proactive and influential in its contribution to the Health Boards strategic and operational plan, maintaining up to date, current knowledge of national plans, policies and strategies and building good relationships and communication with the Planning Directorate.
To ensure that performance issues relating to general medical contractor professions and Community Pharmacists are identified and managed appropriately using national and local guidance, liaising with external agencies such as Counter Fraud Services, the GMC,GPhC, PMCAT and NCAS as appropriate.
To develop new pathways of care to ensure services locally deliver for the needs of the population.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 12,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:
Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;
Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;
47 general practices (6 of which are managed practices), 45 dental practices (including 4 orthodontic), 96 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;
Numerous locations providing mental health and learning disabilities services;
Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

Essential criteria
- A higher degree at Masters level or equivalent experience at senior manager level
- Must have evidence of ongoing management and professional development
- Must possess an understanding of the role and its purpose within the organisation
- Must have knowledge of the NHS, WG and Health Board strategies, policies and plans, including HR policies
- Must have an in-depth knowledge of the strategic healthcare agenda relating to general medical service and community pharmacy delivery

- Senior NHS Management experience
- Experience in commissioning General Medical Services or Community Pharmacy including the management of primary care contracts
- Clear experience of leading highly complex change and improvement programmes with a range of staff, staff organisations and independent contractors
- Must possess significant experience of financial management and knowledge of how to deliver a budget to target
