This is a new and exciting role for a skilled safeguarding professional with significant leadership and development experience and a track record of effective partnership working. Reporting to the Director for Children, Young People, Maternity and Safeguarding and with accountability to the Executive Director of Nursing, the you will be responsible for the strategic leadership and development of the ICB safeguarding teams, including the Child Death Review Team, Designated Lead Professionals for Adult, Children, Looked After Children and Transitional Safeguarding. You will be responsible for developing and managing functions and structures to deliver the ICB statutory safeguarding duties as outlined in Safeguarding Accountability and Assurance Framework (July 2022). You will be required to work closely with safeguarding leads and system partners across Norfolk and Suffolk and will be expected to represent the ICB and health partners at both a regional and national level. You will be responsible for leading a service which is outcomes focussed and champions multidisciplinary and multiagency working to:
· promote well-being and prevent maltreatment, abuse, and neglect from happening in the first place.
· Ensure the safety and wellbeing of anyone who has been subject to abuse or neglect.
· Take action against those responsible for abuse or neglect.
Learn lessons and make changes that could prevent similar abuse or neglect happening to other people.

· Ensure that the voice and experience of children, young people and families and vulnerable adults and all aspects of quality and safety is safeguarded by active involvement in ICB and system wide change programmes.
· Produce accurate, timely and comprehensive reports to provide assurance to the ICB Boards and committees.
· To develop supervision arrangements
· To develop policy and process to ensure safeguarding is embedded within the work of the ICS.
· Lead the performance monitoring of providers against agreed standards of safeguarding, quality of training, processes for escalating incidents through the appropriate routes and subsequent action plans in relation to managing patient’s safety.
· Undertake and support clinical investigations around safeguarding incidents, provide support and guidance on mental capacity assessment DoLS and best interest decision making for patients where necessary.
· Understand mental capacity and its legislation to utilise a clear process of inclusion in establishing an individual’s specific wishes or where this isn’t possible to use a process of best interest decision making to ensure best outcomes for individuals.

· To provide assurance that all commissioned health organisations are adhering to the relevant legislation. · To support the Executive Director of Nursing and Director for Children, Young People, Maternity and safeguarding to assure the ICB Executive of the safety and effectiveness of the services they have commissioned and that the principles and duties of safeguarding children and adults are holistically, consistently and conscientiously applied to ensure that the wellbeing of those children and adults is at the heart of what we do · The postholder will provide strategic clinical advice, direction and leadership regarding adult and children’s safeguarding to the Norfolk and Waveney ICB, supporting individuals and their families who receive healthcare through provided services. · The post holder will manage and develop the ICB safeguarding service to meet the evolving requirements of the ICB in order to support in their statutory duty healthcare commissioning function and the monitoring of contracted providers against local and national safeguarding policy and guidance · The postholder will lead on behalf of the Executive Director of Nursing, support to the wider practice population to identify and manage safeguarding issues within their patch. · To support the Executive Director of Nursing and the Director for Children, Young People, maternity and Safeguarding to deliver the statutory commissioning assurance functions of NHS Safeguarding as per the agreed timelines with the regional chief nurse. Hybrid Working
The ICB operates a flexible approach to working. It is expected the majority of our staff will work from a combination of home and office (where possible). For staff designated in a hybrid role they should have a safe and suitable place to work with Broadband access and space for a desk, chair and monitors. At interview a discussion will take place between the recruiting manager and the candidate to ensure they are clear on what is expected.
