The post holder will be a key member of the Greater Manchester Primary Care Commissioning Team whose overarching goal is to deliver an exciting and challenging Primary Care commissioning and transformation programmes across the whole of Greater Manchester. The work covers all primary care contractor groups including:
• General Practice
• Dental
• Community Pharmacy
• Optometry
The Primary Care Commissioning Team is responsible for leading and supporting on all elements of the commissioning cycle.
This post will mainly concentrate on all aspect of NHS Dental contracting and commissioning, including managing flexible commissioning, implementation of local schemes to meet the oral health needs of the population, contract management, and leading on mid year and year end reviews.

Responsible for leading and supporting on all elements of the commissioning cycle including:
• Service specification development
• Procurement
• Contract management /monitoring
• Service evaluation and review
• Negotiate, monitor and review a portfolio of primary care contracts, particularly NHS Dental Service contracts
• Support the commissioning of primary care contracts to meet the needs of the local area population, including Medical, Dental Optical and Pharmaceutical services, working towards the delivery of local and national standards and targets.
• Responsible for the development and production of information systems and reports to support business decisions, capacity planning and the ongoing monitoring of contracts.
• To manage the development process to support any required primary care contract variations.
• To ensure that NHS GM is best placed to understand changes in contract performance and that payment processes are supported by appropriate analysis
• Assimilate and interpret complex guidance, information and data relating to both finance and activity (working with other NHS GM and ICS and NHSE colleagues)

KEY DUTIES AND RESPONSIBILITIES
• The post holder will be required to maintain constructive relationships with a broad range of stakeholders.
• Participate in relevant working groups/projects, services and initiatives to provide, information and analytical advice and expertise.
• Develop and implement data collection systems that will provide accurate and timely data.
• Present information and issues, explaining highly complex issues, to a wide range of stakeholders.
INFORMATION RESOURCES, ANALYSIS AND DECISION MAKING
• Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes.
• Ensure timely and accurate detailed information analysis and reporting to management on agreed areas of work.
Using insight and evidence for improvement
• • To make best use of relevant evidence to support improvements in primary care across all areas of the team’s responsibility.
• To contribute to the delivery of systems that clearly identify the level of expected performance, monitor that performance and where necessary take appropriate action.
• To contribute to the development of a learning culture that encourages the use of initiative and innovation, and supports personal and team development, through team and individual performance appraisal and review, evaluation and evidence-based examples of good practice.
• To encourage innovation that supports the NHS GM values, cultures and contributes to future successes.
PLANNING & ORGANISATION
• Contribute to performance improvement, taking a lead for identified areas.
• Provide coordination of and participate in relevant working groups and provide project advice, expertise and support where requested.
• Provide relevant and timely specialist advice and guidance on own portfolio.
• Work with members of the Team to investigate the causes of any variance from plan and proactively contribute to the implementation of solutions.
• Management of a risk and issues tracking mechanism and the resolution and escalation processes.
• Contribute to the strategic planning of team projects, identifying interdependencies, and potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary.
• Contribute to short, medium and long-term business plans.

• To act as a champion for patients and their interests and involve the public and patients in the policy development and decision- making of NHS Greater Manchester.
• To ensure all public and patient contact with the office is of the highest professional standard.
• To embed patient and public involvement within NHS Greater Manchester at all levels of decision making.
Improving quality and outcomes
• To support the delivery of primary care for the area, including identifying needs, development and assurance and interventions of numerous services including NHS primary cared medical services, dentists, pharmacists and optometrist.
• To contribute to the performance management of delivery against programmes to ensure improvements in outcomes and quality intervening when necessary to ensure improvement.
• To work collaboratively across the system to support the primary care transformation agenda to improve quality and outcomes.
• To work collaboratively across the NHS GM matrix
POLICY & SERVICE DEVELOPMENT
• Develop policies and procedures in own work function with an impact on the wider organisation, as required.
• Contribute to the development of an integrated approach to service management.
Partnership and cross boundary working
• To work with key stakeholders in the development of services and strategies.
• To work within the ICS and with NHS England in the development of programmes and policies
FINANCIAL & PHYSICAL RESOURCES
• Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.
• Provide oversight and monitoring of all aspects of team budgets or manage budgets as required.
• Ensure project expenditure is monitored accordingly
PEOPLE MANAGEMENT
• Take a lead in the coordination of training, development and recruitment activity across the Team.
• Manage staff, undertaking appraisals, and managing any employee relations issues.
