Access Control makes a significant contribution to the safe operation of a hospital, by ensuring that only the correct personnel have access to appropriate areas of the hospital at the appropriate times.
This role is a managerial role which provides support to the Security of the Site, there are no hardware or technical requirements associated with it.
Reporting to the Security Manager, to provide day-to-day management of Medway Maritime Hospital’s Access Control System. To ensure that all directly employed, bank, guest and contracted staff are recorded and managed with regard to the definition of access control areas and who has access to those areas. The Access Control manager will report on who has access specific areas on the basis of the relevant Safe Operating Procedures.

Detailed job description and main responsibilities
This is an exciting opportunity to join the Estates and Facilities Directorate in the Security Team. The Access Control Manager will report to the Security Manager, and will manage Access Control according to tight protocols and SOPs, provide reports and use extensively the proprietary computer based system for access control. Discretion and tact will be required. This is a good opportunity to begin a career in Management within the Estates and Facilities environment.
To manage the levels of Access across the site using the available systems to permit and deny access on a structural and temporal basis for staff, contractors and other users requiring Controlled Access
Act as System Administrator for the Access Control System, allocating appropriate levels of administrative rights according to the Safe Operating Procedure.
Meet with Managers who have access allocated under Access Agreement, to inform them of their responsibilities under the Policy and Safe Operating Procedures and gain agreement for their access level, and which staff can access and when.
Meet with Managers who have access allocated under Specific Access Area Arrangements and agree specific access for persons.
Provide regular reports to Managers who have access allocated under Specific Access Area Arrangements of who has accessed their area and who has access.
Manage staff leavers using the Leavers Report from HR.
Manage contractor and other Trust access according to the Safe Operating Procedure.
Issue initial access control to new staff on their Induction Day according to the Safe Operating Procedure.
Investigate and resolve legacy issues of personnel on the Access Control Database who no longer work in the Trust.
Carry out audits of Personnel registered on the System to establish their validity ensuring their access levels are appropriate.
Ensure that all staff have appropriate access for their role and that they are not prohibited from gaining access to any area required for their normal role.
Ensure that Fire, Resuscitation and other Emergency Response teams have the appropriate physical and temporal access, regularly checking with the nominated Manager the currency of any list of responders.
Issue Temporary Access Cards to Estates for Contractors and provide reports of access gained using these cards.
Provide assistance with any Investigation under the Trust Disciplinary Procedure.
Assist as necessary with the Trust CCTV system, where applicable producing evidence for investigations internally or for external agencies.
To provide activity reports to demonstrate performance against agreed key performance indicators.
To provide professional operational leadership for the service within the directorate to promote the delivery of high quality, cost effective services.
To assist the Security Manager in the performance and monitoring of activity on a daily basis, to support the achievement of the Trust’s targets, and monitor and lead in the implementation of subsequent actions required within areas of supervisory responsibility.
To manage the unpredictable working day when dealing with service problems, staffing levels and service emergencies.
To ensure that service is adequately staffed with appropriately trained personnel within budgetary constraints and meets statutory requirements (e.g. WTD). The post holder will assist the Security Manager in the management of the recruitment, rosters, and procedures for annual leave.
