This is a clinical service support role, and the post holder is expected to work from their assigned base.

The postholder will work as part of a team responsible for ensuring the smooth operation of sites associated with Hillingdon Community Adults and Children’s Services. They will have a particular focus on Health and Safety, ensuring an effective, efficient and positive service to both staff and the patients, families, carers, and public who utilise the site facilities.
Hillingdon services operate from a number of sites across the London Borough of Hillingdon and the postholder may be required to work flexibly across sites on a rotational basis, and in order to provide cover for annual leave or sickness.

- To act as a point of contact for services and Administrators for any site queries or concerns.
- To work closely with the Health Centres Administration Lead to ensure there is standardised practice across the service roles, and adherence to policies and procedures.
- To proactively manage the systems and processes to ensure adequate capacity within community health clinics and escalate as required to the Services Support Manager (or others) for resolution.
- To assess work priorities on a daily basis and provide direction, instruction and allocation of work as required.
- To ensure the maintenance of all office systems are compliant and processes are followed for reporting of faults.
- To carry out regular audit and quality monitoring ensuring that action plans are implemented.
- Ensure the daily monitoring of the domestic contract, ensuring that any issues are resolved, liaising with contractors’ staff and Support Services Manager.
- Assist the Health Centre Administration Lead by undertaking some administrative tasks on behalf of a larger group of sites.
- To provide cover on behalf of the Health Centre Administration Lead when required.
- To support the operational team and provide Reception cover at designed base as requested by the Health Centre Administration Lead for lunch breaks, sickness, and annual leave.
- Deal with telephone enquiries from health professionals, services users, service user families, carers and team members in an informed and sympathetic manner, taking into account mental/physical health needs, and cultural or language barriers. Taking and passing on messages promptly and taking action where necessary.
- To provide and receive complex and sensitive information using tact and diplomacy.
- To deal with enquiries and requests for information from professional staff, GPs and members of the public.
- To ensure all patient queries are dealt with in a timely manner and determine the appropriate course of action to ensure resolution
- To use IT systems as required, following appropriate training, to carry out a range of duties to support health centre staff.
- To ensure notice boards are kept up to date following discussion with the relevant health promotion and other teams.
- To induct all new members of staff on the clinic facilities and local fire procedures including a conducted and introductory tour of the site.
- To train new members of staff and supervise work of any temporary staff.
- To act as team briefer for the team of administrators on site.
- To interact and liaise with General Practitioners and their staff on sites with GP Practices and be aware of their requirements in relation to those of the community.
- To organise, attend and contribute to the departmental and service meetings, which may include room/venue booking, distribute agendas, take and distribute minutes, and action any decisions made by the team as appropriate
- To support in the planning and arrangements for team away days, training sessions etc.
- To undertake ad hoc or specific project work as requested.
- To maintain a detailed and comprehensive service calendar for the site and put in place processes for regular updates and review.
- To ensure all statutory requirements are within date – and to escalate or arrange where appropriate.
- To ensure hygiene standards on Site with regard to Infection Control Policy.
- To be responsible for supervising the site reporting facility, reporting failures or repairs to the Estates Department and if necessary the Health Centres Administration Lead / Support Services Manager.
- To be the key holder for the site and ensure that the site has a clear procedure for being made secure at the end of the working day and that it is applied correctly. This may include delegating responsibility or where necessary to lock and open the building securely.
- To ensure a non-hazardous access to site at all times.
- To monitor the performance of service providers against standards set in contracts. Pursue persistent issues with the service provider, continuing to seek a satisfactory outcome whilst also liaising with these to the Support Services Manager when necessary. These services include: Estates Maintenance, Domestic services, Grounds Maintenance, Fire Alarms, Burglar Alarms, Window Cleaning, Waste Disposal, Transport/Post/Deliveries, Telephones/Information Services, Other external contractor.
HEALTH AND SAFETY
- To work with corporate CNWL departments to ensure an annual Workplace Risk Assessment and Fire Risk Assessment is undertaken and to follow up resultant Action Plans as required according to Trust guidelines.
- To highlight Incidents relating to areas of responsibility and report via the Datix system.
- To act as an Investigator for Incidents that occur and ensure that action plans are implemented to prevent re-occurrence.
- To be aware and ensure protocols to achieve personal safety for oneself and staff are applied.
- To promote Health and Safety by monitoring and reporting issues concerning the work environment and general issues on the whole site. Take remedial short term action to make an area safe in the event of an emergency arising (flood, damage, break-in, power failure) and report to the Support Services Manager and the relevant service provider
- To be responsible for arranging repair of specialist equipment with appropriate suppliers/contractors.
- To be trained as the designated First Aider on site.
- To be the trained and designated Nominated Officer of Fire (NOF) for the site and to conduct fire alarm tests and evacuation drills and undertake the role as site responsible person (SRP).
- To be the trained and designated Health & Safety Officer.
- To have an understanding of the Trust Waste Management Policy and implementation of systems and processes for the site.
- To ensure all clinical and Domestic Waste Management Systems are adhered to for the site and that Waste is correctly removed from the site by the Waste Contractor.
- To undertake all mandatory and supplementary training in line with policies.
LINE MANAGEMENT
- To provide regular supervision and yearly appraisals, identifying appropriate developmental and learning opportunities
- To ensure that staff adhere to standard operating procedures.
- To monitor and manage performance, disciplinary and sickness issues referring to other agencies as required.
- To ensure that staff management arrangements are consistent with HR policies and procedures within the Trust and to ensure that good practice in recruitment, appraisal, performance management and other policies are maintained
- To assist in the recruitment of staff in conjunction with the Health Centres Administration Lead
