The System Co-ordination Centre and Urgent & Emergency Care Improvement Manager will have a key role supporting the work of the ICB and the Head of UEC Operations and Improvement.
The post holder will have responsibility for day-to-day leadership and management of the Urgent and Emergency care Operations function, the System Control Centre function and will support the delivery of the overall ICB UEC improvement agenda.

- To have responsibility for day-to-day leadership and management of the Urgent and Emergency care Operations function, the System Co-ordination Centre function and to support the delivery of the overall ICB UEC improvement agenda.
- To have responsibility for leadership of UEC Operations via the daily leadership of the System Co-ordination Centre.
- To work collaboratively across the ICB to support the development of plans to secure the delivery of national, regional, and local UEC improvement and system flow priorities including high profile deliverables such as the national UEC Improvement Framework.
- To lead specific programmes of work with the aim of improving patient flow, discharge, admission avoidance, reducing long length of stay and supporting partners with implementation of UEC national policy and guidance

Detailed job description and main responsibilities
The post holder will be the daily lead the ICB System Co-ordination Centre (SCC), providing oversight of the SCC function and coherence with national standards and will be responsible for the delivery of the SCC function to include:
- Visibility of operational pressures and risks across providers and system partners
- Provide concerted action across the ICS on key systemic and emergent issues impacting patient flow, ambulance handover delays and other performance, clinical and operational challenges
- Dynamic responses to emerging challenges and mutual aid
- Deliver efficient flows of information

- • In depth expert knowledge acquired over a significant period of time in the areas of UEC operations, system working, patient flow, community services and social care.
- • Proven application of Improvement methodology and implementation
- • NHS planning and assurance/performance frameworks
- • NHS management and delivery of NHS constitutional standards at an organisational or sub regional level combined with understanding of NHS performance/assurance and planning frameworks: (UEC recovery plan)
- • Proven and significant leadership experience and formal management qualification
- • Significant evidence of continued professional development
- • Demonstrated expertise in delivering complex objectives in a challenging healthcare environment
- • Experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment
- • Significant management experience at senior level in the NHS or other public healthcare related industry.
- • Significant Experience of National, regional, System and Provider levels
