Job overview
This is an excellent opportunity to join the NHS England North West team as a Head of Finance. Accountable to the Deputy Director of Operational Finance, the post holder will be part of a dynamic team working closely with our three Integrated Care Systems (ICSs) to ensure that the NHS across North West England is financially sustainable and obtains value for money while delivering safe and effective services. The Head of Finance will work as part of a team which oversees c. £17bn annual revenue budget and c. £1bn capital, across three of the largest and most complex ICSs in England, some with significant financial challenges.
The postholder must be a qualified accountant and CCAB member, with significant knowledge of the NHS financial regime, able to demonstrate developed analytical and influencing skills specifically but not solely in the areas of investment case review, financial planning (both revenue and capital) and cost improvement programmes.
We are looking to appoint a Head of Finance with significant analytical experience who will lead on the development of regional finance reporting. They will be expected to gather relevant data from various sources such as Power BI, national finance and workforce returns and MODEL hospital. They will need to be able to analyse data to show run rates, identify trends and tie together key pieces of information about the North West region.

The Head of Finance will be responsible for developing and embedding a high quality integrated finance report which will monitor the performance of our systems and develop key metrics and key performance indicators (KPIs) to drive an improvement in financial performance. There is also an expectation successful candidate will develop other team member on this area of work.
The successful candidate will have significant experience of data analytics using various software such as Power BI and Tableau etc. and experience of analysing large data sets. They also need to be able to work with a range of complex task, work towards deadlines and have and experience of working with systems and key stakeholders. They will have highly developed communication skills to allow them to convey key themes and messages in their work. This role will be a key part of the team we are building, to allow us to build on several other recent successful appointments. The individual will work alongside two other Heads of Finance but will play a specific role in developing our analytical capability.

Detailed job description and main responsibilities
As a Head of Finance, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the region in the delivery of financial requirements and sustainability, and across the region in relation to capital planning and capital scheme pipeline management.
The post holder will work with the Deputy Directors of Operational Finance to support the Director of Operational Finance in delivering the patch financial position in line with financial targets. This will be achieved through effective support to Integrated Care Systems (ICSs) and NHS Providers, alongside supporting the delivery of wider ICS / STP system financial sustainability. The postholder will also work with the Director of Operational Finance in the development, management and reporting of the region’s multi-year capital plans and capital pipeline.
All responsibilities relate to both NHS England and NHS Improvement, speaking with one voice from both organisations in relation to all aspects of planning and performance and systems need to be designed in this way.
The post holder will be a key member of the wider regional Finance team and will be expected to contribute and lead on regional initiatives.
Specifically, the post holder will:
• Support the development and delivery of a coherent and credible system financial strategy and annual financial plans for the patch, taking lead responsibility for specified system(s) and their constituent organisations.
• Ensure NHS England/Improvement financial strategy and technical guidance is understood by all stakeholders and is delivered utilising all available resources efficiently and effectively.
• Proactively manage the key risks and issues associated with delivery of plans ensuring appropriate actions including escalation are taken to mitigate or respond to emerging delivery risks.
• Support the performance management and improvement processes of organisations and systems informed by efficiency opportunities and available benchmark data.
• Interact with, influence and persuade key leaders within systems and organisations to ensure delivery of the financial strategy and in year performance.
• Work with the Director of Operational Finance in the development, management and reporting of the region’s multi-year capital plans, incorporating all capital funding streams. Develop, understand and interpret policy and advice related to the capital agenda and regional responsibilities.
• Lead the development of effective systems and processes which engage key stakeholders to establish the region’s major capital scheme pipeline, ensuring the provision of timely and accurate support and advice in relation to major business case development and approval processes.
• Lead on specific projects and support areas commensurate with the role and seniority.
• Manage and actively promote effective relationships with key stakeholders and other departments both internally and externally.
• Provide leadership and management to finance staff engaged in the provision of support to systems and organisations on revenue and capital matters, ensuring that the finance team engage in continuous professional development and are fully equipped to support organisations in navigating the NHS England/Improvement national processes for Transaction, Service Reconfiguration, capital and cash assurance.
o Deputise for the Deputy Directors of Finance and Director of Operational Finance at national/public meetings as required, acting decisively and effectively in sensitive and political situations. This will require the ability to deliver difficult messages and contentious information to senior audiences in difficult environments.
o Be required to be mobile within the patch and work productively to manage the demands of the role.
o Undertake any other tasks as appropriate for the role.
The postholder must be a qualified accountant and CCAB member, with significant experience in senior management positions within complex organisation(s). They will be required to demonstrate significant knowledge of the NHS Financial regime in both commissioning and provider sectors, and have well developed analytical, business and influencing skills.
The post holder will have accountability and responsibility for the strategic and operational development of the Department/Directorate//Sector. Plans to achieve the strategy will be underpinned by the delivery of short to medium term objectives.
The post holder will develop effective strategy and operational policies for promoting innovation across Cluster and Sector. Working closely with colleagues across the sector, ensuring coherent strategy and will:
• Drive the strategy for, supporting and ensuring alignment across the system.
• Drive reform and support organisational change and uptake of initiatives that support excellence.
• Develop and communicate the vision for the role of innovation, and the development of strategy and operational policies to support this vision.
• Engage with key strategic regional and national policy makers to inform development of strategy and policies.
• Identify examples of national and international best practice and to ensure that NHS England benefits from relevant innovations in healthcare.
• Support development by developing the innovation infrastructure and capacity in organisations.
• Develop and champion new initiatives or projects as necessary.
• Working with providers and clinical experts to design new training products.
