The United Kingdom Health Security Agency (UKHSA) is a system leader for health security; taking action internationally to strengthen global health security, providing trusted advice to government and the public and reducing inequalities in the way different communities experience and are impacted by infectious disease, environmental hazards, and other threats to health.
UKHSA’s remit, as an agency with a global-to-local reach, is to protect the health of the nation from infectious diseases and other external threats to health. As the nation’s expert national health security agency UKHSA will:
- Prevent: anticipate threats to health and help build the nation’s readiness, defences and health security
- Detect: use cutting edge environmental and biological surveillance to proactively detect and monitor infectious diseases and threats to health
- Analyse: use world-class science and data analytics to assess and continually monitor threats to health, identifying how best to control and mitigate the risks
- Respond: take rapid, collaborative and effective actions nationally and locally to mitigate threats to health when they materialise
- Lead: lead strong and sustainable global, national, regional and local partnerships designed to save lives, protect the nation from public health threats and reduce inequalities.

The Centre for Pandemic Preparedness (CPP) was established to be a world-leading hub for all aspects of pandemic preparedness. Our aim is to ensure the UK’s future pandemic response is faster, more effective and more efficient to reduce the negative impacts of health threats to the UK.
We are the home of UKHSA’s pandemic preparedness ambition and vision, uniting the Agency around clear and well understood approaches to future pandemics across both preparedness and response and linking this to wider priority work (e.g. in EPPR, EIDs, borders).
We are building our knowledge and analysing key learning from COVID-19 in the UK and globally and UKHSA’s capabilities, so we can step back and assess our ability to meet this vision, using pandemic or wider governance structures to raise risks and action teams to mitigate these.
We work alongside subject matter experts to do this, but as policy professionals, have the public health and policy knowledge, including summary information and evidence to represent UKHSA in non-technical forums and respond to questions from government and externals, including with DHSC.
CPP works with government departments, notably DHSC, FCDO and Defra – and the devolved administrations - as well as with academia and industry to share and build intelligence, and support future pandemic preparedness.

Your key responsibilities will include:
This is a policy role and across the responsibilities the successful candidate will provide policy leadership on specific areas of pandemic preparedness, including providing qualitative analysis of risks and opportunities, communicating policy goals and progress towards them across key workstreams to seniors and Ministers and working collaboratively across UKHSA to develop and implement policy decisions.
Specific responsibilities could include:
- Developing clear policy positions for how the area(s) that you lead on, and linking these to the broader context of a wider pandemic preparedness portfolio, and ensuring that the bigger picture is well understood across the organisation
- Building expert knowledge in the thematic areas you lead on and use this to drive progress on key work ensuring the area is docked into the wider pandemic strategy and accurately represented in advice to Ministers, the UKHSA Chief Executive and the CMO
- Drawing on this knowledge to undertake concise packages of policy development and design, which may consist of undertaking analysis, facilitating or leading solution design, co-ordinating operational delivery or creating handover materials.

Pandemic Preparedness is a core to UKHSA’s purpose and strategy. The team plays a pivotal role in protecting public health. It’s an exciting area with real impact, and you’ll be at the forefront of making sure we are robust in our defences and flexible in our approaches.
As a policy officer in a small, high performing and focused team, you will be the point person for one or more thematic areas in pandemic preparedness, supported by your line manager and one of CPP’s Head of Insights, Head of Engagement or Head of Strategy. You will work closely with other policy officer and advisors to ensure that the areas you lead on work together as a coherent portfolio so the UK is ready to act on every front in the event of a future pandemic. This might mean ensuring a robust evidence base, utilising the UK’s world leading scientific advice, linking to global networks, and having a base level of capabilities that can be easily scaled up if needed. You ’ll talk regularly with all areas of government, from scientific experts to lawyers, from data analysts to commercial functions. You’ll grow your knowledge to quickly become a trusted source, respecting and drawing out others’ expertise to prepare accessible advice. Senior decision makers will use that advice to progress the UK’s pandemic preparedness.
You’ll have a keen eye for detail, able to critique complex data and translate that into powerful writing. You’ll have a good sense of how to build information into a bigger picture, and the role of evidence in shaping policy decisions. You’ll be a team-player, able to work across organisational and professional boundaries, and confident communicating with people at all levels. You’ll enjoy working with others, and have an appetite for learning new things.
Essential criteria

- Understanding priorities and how different expectations and demands might affect policy choices and the options available
- Excellent communication skills, both written and verbal and experience drafting papers or reports with minimal supervision
- Experience of undertaking analysis using multiple sources of information to support decision making.
- Influencing skills with the ability to work collaboratively to influence in areas across an organisation.
- The ideal candidate will also have strong organisational drive, with ability to prioritise workloads and develop and monitor clear workplans and an ability to use MS Office packages, especially MS Teams, Word, and Outlook.

- Ability to to manage multiple tasks and juggling competing deadlines
- Experience of advising ministers and/or senior civil servants
- Understanding of public policy and ways of working/interest in public health policy

Location information
UKHSA operates a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London). Specialist or regional roles will be based at the appropriate UKHSA site.

For posts on UKHSA Civil Service terms and conditions, new entrants to the Civil Service are expected to start on the minimum of the pay band. For existing Civil Servants and roles advertised across government, the rules of transfer apply, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive a 10% increase. Either case is determined by whichever is the highest.
The Civil Service pay structure and progression is different from NHS Agenda for Change (AfC), most local authority pay grades and other systems that have annual pay increments. For further details, please refer to the Information Sheet- Starting Salaries & Benefits attachment.
For AfC or Medical/Dental posts, you must have the correct professional registration to be appointed. The pay will follow the AfC or Medical & Dental terms & conditions. You may be asked to provide evidence of previous service whilst we are conducting pre-employment checks to determine your starting salary.
For Temporary Appointments, if you are not currently a civil servant, you will take up the post on a Fixed Term appointment. You may be able to take this role up as a Secondment. If you are an existing Civil Servant, based outside of the UKHSA, you will take up the post as a loan which you will need your department to agree. You cannot take the post up as a fixed term. If you are an existing UKHSA member of staff, you will take up the post as either a level transfer or a temporary promotion as per the UKHSA’s Pay policy.
Given the nature of the work of the UKHSA, as a Category 1 responder under the Civil Contingencies Act, you may be required in an emergency, if deemed a necessity, to redeploy to another role at short notice. You may also be required to work at any other location, within reasonable travelling distance of your permanent home address, in line with the provisions set out in your contract of employment.

The panel will assess if candidates meet the requirement of the role first, using a specific benchmark system.
