This exciting 6-month secondment opportunity has become available to join the Construction Procurement Team within the Estates and Facilities team within the Commercial Directorate in NHSE and participate in the delivery of the substantial increases in Capital investment into the NHS Estate and support commercial delivery of the NHS estates and facilities function.
This vacancy is a key role within the Construction Procurement Team. Primarily focused on the ProCure22/23 Frameworks (P22/P23), the default framework for NHS organisations, the role will also involve the provision of advice on the NHS capital investment programme to others within NHSE supporting the delivery of our next generation of capital projects and broader capital/commercial team objectives.
This is a 6-month secondment role within NHSE and the rewards available include:

Key Objectives of NHSE Estates and Facilities Team
The aim is to ensure the provision of a safe and suitable estate and patient environment within the healthcare system. In relation to estate matters, the team’s key responsibility is to design the system strategy, set policy, ensure system wide delivery and accountability to Parliament. We support NHS organisations to deliver efficient and effective estates and facilities management and strategic functions and services.
To support the effective delivery of the significant capital investment increase in the Estates and Facilities Team at NHS England it has substantially increased in capability, size and influence and continues to evolve and grow whilst addressing the key principles of building a diverse and inclusive workforce which supports all our colleagues to achieve their potential.
The team has significant areas of accountability with several institutional relationships, some rooted in statutory and other requirements of the healthcare system; in particular:
- The NHS Constitution England (2015) Patient and Public right ‘…You have the right to be cared for in a clean, safe, secure and suitable environment’.
- Statutory healthcare regulations requirement that, ‘…service users are protected against the risks associated with unsafe and unsuitable premises.

The ProCure22/23 Frameworks
The current P23 and previous P21/P21+/P22 Frameworks are industry leading and award winning, the greatest achievement recently being the delivery of the Nightingale Hospitals at pace during the Covid 19 lockdown in 2020. With your help ProCure23 will excel and develop still further and achieve further recognition supporting the delivery of capital the next generation of capital investment across the NHS making a step change in the NHS estate.
ProCure23 has succeeded the former ProCure22 framework as of spring 2022, and become the 4th generation of the ProCure Frameworks, taking it into its 3rd decade of provision. P23 will have a throughout of up to £9bn over its 4-year duration.
We require a motivated individual to join our small specialist team. We need someone who:
- is a quick learner and can quickly get into the groove, as we have lots of important and time critical work to do.
- is organised, a good co-ordinator and excellent at managing your own workload.
- is capable of prioritising demands, working under pressure and yet able delivering quality output on time.

This is an excellent opportunity to make a real difference across the NHS at a national level. The Team has a base in in Leeds but the post location is flexible however it will require travel as and when required across England to support Regional and National Teams as well as NHS Trusts undertaking Capital Investment Projects.
Requirements for the Position
- Understanding of NHS datasets and data sources and in assessing quality and reliability. Experience of triangulating data from different sources and demonstrate an appreciation of the differences that might occur in large datasets.
- Able to apply methods to explore presenting issue and identify key issues.
- Experience of developing and implementing data collection, metrics, monitoring and reporting.
Extensive knowledge of specialist areas acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent.
Responsibilities of the Position
- Support the Capital/Commercial team in the provision of accurate and timely Data and Analytics to enhance insight and help identify and drive innovation, efficiency, and assurance
- Development and implementation of data collection metrics, monitoring and reporting for programmes of multi-faceted works
- Drafting and maintaining Data and Analytics strategy
- Linking with the analytic community both internal and external to NHSEI
- The application of a breadth of analytic methods (i.e. economics, statistics, social research, operational research and evaluation techniques) to provide high quality, timely analysis and intelligence, within an NHS estates capital and commercial setting.
- Structuring problems and developing appropriate analytical solutions, analysing, and triangulating data in innovative ways, and adapting approaches to deal with ambiguity.
- Deploy analytical judgement in dealing with unstructured and/or missing data.

Secondments
Applicants from within the NHS will be offered on a secondment basis only,
agreement should be obtained from their employer prior to submitting the application.
Salary Progression
Applicants will commence at the bottom of Band 8a with a full-time starting salary of £50,952, with a pay step increase after 5 years’ service.
For posts based in Inner London, the above salaries will include the additional supplement of 20% of basic salary, subject to a minimum payment of £5,132 per annum and a maximum payment of £7,746 per annum.
This is offered in accordance with NHS Terms and Conditions and is based on office location.
