Job overview
Within Herefordshire and Worcestershire ICB, the Emergency Planning Resilience and Response (EPRR) team is responsible for the delivery of our statutory and assurance duties and emergency preparedness resilience and response to ensure the ICB and system is prepared 24/7.
We are looking for an EPRR & Business Continuity Manager to join our dynamic and high-profile team. The role is essential in contributing to the delivery of our EPRR vision of ensuring Herefordshire and Worcestershire system is fully prepared and resilient.
The EPRR & Business Continuity Manager will work with a wide range of internal and external stakeholders to develop and maintain arrangements to manage assurance and compliance, including management and escalation of incidents across healthcare providers within the Integrated Care System, across Herefordshire & Worcestershire.

We are seeking an enthusiastic EPRR and Business Continuity professional with excellent teamwork, communication and organisational skills. The ideal candidate will have knowledge and experience of EPRR and/or Business Continuity within the NHS or a partner agency.
This post is responsible for ensuring assurance and compliance requirements of the ICB are established and in place reflecting the asks of national frameworks and ensuring UEC, on call and SCC processes and embedded within the planning process.
As a subject matter expert, the successful candidate will provide specialist advice and guidance to support develop and maintain EPRR and Business Continuity adherence within HWICB and externally to commissioned services and multi-agency partners, escalating as appropriate.

Detailed job description and main responsibilities
- Support Head of EPRR with the compliance to the NHS EPRR and Business Continuity frameworks and Civil Contingencies Act 2014.
- Contribute to the delivery of strategic work plans, enabling key milestones to be delivered.
- Development and coordination of Business Continuity Plans/Impact Assessments across the ICB directorates and with a broad range of organisations, building in learning from previous incidents through the analysis of impact on the local system.
- Working with NHS contract holders to ensure EPRR and core plans are embedded and plans are interoperable with the ICB/ICS requirements. This will involve working closely with contracting, digital and primary and other teams.
- Development and revisions of EPRR protocols, plans and work programmes with health and resilience multi-agency partners to ensure preparedness and response plans, testing and exercising are in place for the System.
- Provide specialist EPRR and Business Continuity Planning support and advice in the response to incidents by actively participating in ICS level incident command structures.
· You will support the ICB respond to any incident, including coordination and subject matter advice to incident commanders as well as providing cross cover where needed. You may also support with the development and maintenance of arrangements relating to the SCC and Urgent and Emergency Care where there is an overlap with EPRR.
- Supporting the Head of EPRR ensure that training and exercising is scheduled to deliver and reflects local, regional and national asks and requirements to meet compliance. The post holder will be required to undertake an education trainer course to support training delivery, debrief training and the UKHSA DipHEPRR course in addition to NHSE training programmes in line with the ICB training policy.
- Manage and support delivery of the Business Continuity & BCMS (Business Continuity Management System) ICB workplan including assurance and audit, supporting the system as required.
· You must be able to demonstrate excellent teamwork, communication and organisational skills and demonstrate flexibility and adaptability as EPRR is very unpredictable.
- Ensure the On Call process for band 8C’s and above including management of on call files and relevant training and exercising requirements in line with our on-call policy.
- Support the delivery of the Principles of Health Training and other specified training across the ICB and wider system.
- Prepared to support and represent the in hours Tactical Level response and pre-event meetings if required for each county. Work with other EPRR, Business Continuity Leads ensuring a consistent and measured approach for our commissioned providers including primary care, dentists, and optometry.
- Keep abreast of new national and regional policies, and guidance on emergency planning and Business Continuity interpreting this for the organisation and implementing changes and training, as necessary. Update and maintain ICB and ICS EPRR and Business Continuity Policies.
- Work with the Head of EPRR to ensure a transparent and robust process for the Annual Core Standards process for the ICB and those NHS commissioned service providers is in place.
- Develop and support workstreams and input into specific system plans and action cards to support and represent the HWICS system including the West Mercia Local Resilience Forum (WMLF). Attend and support the peacetime Local Resilience Forum meetings for each county (CPEG).
- Support the Local Health Resilience Partnership (LHRP) and subgroups/committees to ensure health and social care agenda key risks and ICS programmes are aligned, supporting delivery of key agreed programmes.
- Supporting the Head of EPRR with managing risk and escalation, ensuring alignment of corporate, ICS, LHRP and WMLF risks are aligned.
- Through close working with colleagues in the ICB/ICS, continuously improve the standards of EPRR, Business Continuity and risk management.
· The role delivery will reflect the NHSE EPPR & Business framework requirements and guidance, NHSE assurance programmes including the Core Standards Annual Assessment, Civil Contingencies Act, and national guidance all underpinning EPRR and Business Continuity.
