As Deputy Director for the Transformation Portfolio Office the post holder will lead a team of approximately 37 people across the three functions of Planning & Reporting, Governance & Investment, and Assurance & Risk, to set the delivery plan for the directorate and ensure it stays on track.
The post holder will need to have a strong portfolio, programme management, or digital delivery background, but will also need excellent communication, stakeholder management, and influencing skills to engage and influence activity across one of the most complex portfolios in government. They will lead on driving a shift to a benefits-led planning and reporting structure and be responsible for ensuring we set ambitious but deliverable objectives as a business, providing constructive challenge where necessary through levers such as investment appraisal, governance controls, and regular assurance activities.
The post holder can expect a very high level of senior exposure, including leading monthly discussions with the National Director and his senior team, and will have significant influence on the overall direction of travel of transformational investment-driven delivery in the NHS – including through working closely with the Transformation Strategy and Finance teams.

The successful candidate will:
- Drive a benefits-first model, working to maximise benefits to patients.
- Lead on setting the annual business plan and support multi-year planning such as through the Spending Review.
- Oversee investment assurance, providing due scrutiny, constructive challenge, and independent advice on the value of investments.
- Ensure the Directorate has appropriate risk management, proactively identifying major risks and resolving or escalating those.
- Work closely with Directors, Senior Responsible Officers, and others to identify challenges, risks, emerging problems, and to resolve those swiftly.
- Lead on monthly delivery reporting, providing insight and analysis into overall delivery and ensuring management attention is focused where it is needed most.
- Lead on the relationship with the Infrastructure and Projects Authority and develop a relationship with HM Treasury.
- Build partnerships with colleagues across NHS England, influencing processes and supporting NHS England-wide reporting and assurance activities.
- Work closely with the Transformation Strategy and Finance teams to shape the overall plan for driving tech-enabled transformation in the NHS.
- Work to evolve our practices and processes to ensure they fully support digital agile delivery methodologies.
- Ensure Transformation Directorate has appropriate and robust governance.

Essential criteria
- Recognised senior level qualification in programme or product management, such as graduation from the Major Projects Leadership Academy (MPLA) or Project Leadership Programme (PLP)
- Significant experience of project and programme management techniques and tools. Practitioner level accreditation in project, programme and programme management certifications such as Managing Successful Projects (MSP), APM Project Management, Management of Portfolios (MOP), Agile.
- In depth additional expert knowledge and experience in the following areas:
- Portfolio or programme management
- Digital transformation programmes
- Digital product and/or service management
- Integration of programme management and strategic decision-making
- Subject matter expertise across a number of key areas relating to the functional team:
- Significant experience of delivering major technology and transformational change programmes to transform services, involving multiple organisations and stakeholders
- Significant experience in leading digital transformation programmes and projects
- Understanding of the benefits, challenges and barriers to implementing digital technology at all levels
- Senior Leadership experience at a national, regional or system level and the ability to build excellent collaborative networks
- Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments
- Strong external communications skills in a politically sensitive environment with knowledge of and experience in handling media relations
- Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
Assessment will be in two parts:
- Following shortlisting, candidates will be invited to a Staff Engagement Exercise at which they will be asked to give a brief presentation and lead a 30-minute discussion with colleagues from the Portfolio Office and neighbouring teams. - The second stage will be a standard panel interview, lasting approximately 45 minutes.
