Job overview
The Senior Resourcing Business Partner is responsible for developing and implementing a strategic approach to recruitment and resourcing within the New Hospital Programme.
This role will oversee all aspects of the recruitment process, from initial attraction and sourcing to onboarding and retention.
The role requires a deep understanding of the healthcare sector and the ability to attract high-calibre candidates.
The post holder will be responsible for building strong relationships with recruitment agencies, managing internal recruitment processes, and ensuring that all recruitment activities align with the Programme's strategic objectives.
The post is responsible for providing professional expertise to the outcome of the business processes for the Department or Directorate.
The post holder will define current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

Operational Leadership: Lead the resourcing function for the New Hospital Programme, developing strategies to attract, recruit, and retain top talent. Oversee the entire recruitment lifecycle, from job postings to final onboarding, ensuring all activities align with the Programme's objectives.
Improving quality and outcomes: Drive continuous improvement in recruitment practices by implementing feedback loops and data-driven decision-making. Develop metrics and KPIs to assess the effectiveness of recruitment strategies and make adjustments as needed.
Partnership and cross-boundary working: Build and maintain strong, collaborative relationships with external recruitment agencies, headhunters, and delivery partners to ensure a pipeline of high-quality candidates. Work closely with internal stakeholders, including HR and department heads, to understand staffing needs and align recruitment strategies accordingly.
Leadership for transformational change: Provide strategic leadership to the Resourcing team, fostering a culture of high performance and continuous improvement. Lead initiatives that drive transformational change in recruitment, ensuring that the Programme is agile and responsive to changing workforce needs.
Financial and Physical Resources: Manage the resourcing budget effectively, ensuring that all recruitment activities are cost-effective and deliver value for money. Track and report on financial performance related to recruitment activities.

Detailed job description and main responsibilities
Strategic Resourcing Leadership: Develop and lead the overall resourcing strategy for the New Hospital Programme, ensuring alignment with organisational goals. Create and implement innovative recruitment strategies to attract and retain top talent, enhancing the Programme's capabilities and performance.
Stakeholder Management: Establish and maintain strong relationships with recruitment agencies, headhunting services, internal stakeholders, and external partners. Ensure that recruitment strategies are tailored to meet the unique needs of various departments within the Programme.
Recruitment Process Oversight: Oversee all aspects of the recruitment process, from job description development to candidate screening, interviewing, and final selection. Ensure that recruitment practices are transparent, equitable, and efficient, meeting the highest standards of compliance and professionalism.
Diversity and Inclusion Initiatives: Champion diversity and inclusion within the recruitment process. Implement initiatives to increase the diversity of candidates across all levels of the organisation, promoting an inclusive culture that reflects the values of the NHS.
Budget Management: Responsible for managing the budget allocated for resourcing activities. Ensure cost-effective spending while maximizing the return on investment in recruitment and staffing initiatives.
Compliance and Ethical Standards: Ensure that all resourcing activities adhere to legal and ethical standards, including GDPR compliance and NHS employment regulations. Regularly review and update recruitment policies to ensure they are in line with current laws and best practices.
