Job overview
The post holder will play a key support role in the Primary Care team, supporting the development, commissioning and performance of primary care digital services across Staffordshire and Stoke-on-Trent. The team operates a matrix approach, and the post holder will lead support on specific delivery areas working closely with Practice and Locality teams, the GP Federation, NHS England, NHS Digital, SSHIS, MLCSU and other primary care contractors.
The role will support the implementation of the Primary Care Strategy and work to ensure the effective implementation of projects with maximum buy-in from practices. The post holder will support the primary care team to ensure locality plans are consistent with the Primary Care Strategy and ICB plans and commissioning priorities. This includes working with PCN Clinical Directors, Locality clinical and managerial leads and others within the ICB ensuring appropriate collaborative working between designated localities and across all geographies, including local NHS providers.
The post holder will undertake reporting and analysis of information and carry out any other duties as may reasonably be required by their line manager.

The commissioning and performance management of digital solutions within General Practice for Staffordshire and Stoke-on-Trent in collaboration with NHS England
Supporting the redesign and implementation of process supporting Primary Care functions
Develop relationships with practice teams and across the ICBs to ensure that Primary Care services are delivering effectively
Support implementation of projects, services, initiatives through timely and relevant information analysis and administrative support, in accordance with the agreed priorities of the Primary Care team
Deliver against agreed objectives, achieving quality outcomes
Organise meetings/events and assist with diary management requirements of individuals in connection with portfolio of work
Work closely with practices in understanding data, systems and processes to increase knowledge, develop and spread best practice
Be a first point of contact for all digital commissioning enquiries for member practices, ICB staff, external stakeholders and members of the public
Provide support to the ICB Clinical Leads in developing/executing the ICBs commissioning plan
Lead on the delivery of a number of programmes of work, ensuring delivery against agreed objectives
Undertake information/project analysis as agreed with job lead
Contribute to effective information management and documentation within the team
Contribute to the development and delivery of strategies that will ensure effective
Working for our organisation
The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.
Location Home based/hybrid working (most of posts).
Travel on occasions to a Hub location with at least 1 days notice
New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations
Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

Detailed job description and main responsibilities
Operational
- The commissioning and performance management of digital solutions within General Practice for Staffordshire and Stoke-on-Trent in collaboration with NHS England
- Oversight of IT equipment procurement, stock levels and distribution through liaising with the relevant external organisations e.g. SSHIS and MLCSU.
- The post holder will be the lead specialist in their area of work and expected to lead multiple projects and workstreams at any one time.
Primary Care Development
- To develop relationships with practice teams and across the ICBs to ensure that Primary Care services are delivering effectively.
- Support implementation of projects, services, initiatives through timely and relevant information analysis and administrative support, in accordance with the agreed priorities of the Primary Care team.
- To provide support for primary care projects on a matrix basis across Staffordshire and Stoke-on-Trent.
Primary Care Performance / Quality Improvement
- Work closely with practices in understanding data, systems and processes to increase knowledge, develop and spread best practice.
Primary Care Commissioning
- Be a first point of contact for all digital commissioning enquiries for member practices, ICB staff, external stakeholders and members of the public.
- Be responsible for the development of monitoring arrangements for procured services.
- Work with finance colleagues to design and maintain relevant systems to direct invoices for coding and payment.
- Support Digital Primary Care Commissioning projects, including completion of all procurement documentation and relevant impact assessments.
Project Management
- Undertake information/project analysis as agreed with job lead.
Financial and Physical Resources
- Contribute to the financial delivery of the agreed portfolio ensuring it is delivered on time.
- Support the primary care contracting process.
- Support senior colleagues in the management and ongoing monitoring of primary care IT supplier contracts.
Information Management
- Carry out timely and accurate information analysis and reporting on agreed portfolio and present findings in an agreed manner.

EDUCATION, QUALIFICATIONS AND TRAINING

- Educated to degree level or similar equivalent academic ability
- Further training or significant experience in project management, financial management or supporting change management processes
