Trafford locality wishes to recruit a dynamic and enthusiastic individual who will play a key role in supporting the delivery of the locality priorities.
We are keen to encourage flexibility and to offer candidates the opportunity to work across a range of programmes and projects in order to maximise the impact and effectiveness of the role.
The specific reporting requirements for individual projects will be agreed collaboratively with the successful candidate once appointed.
The successful candidate will have experience within a health and/or local authority commissioning environment; and will adhere to a robust project management approach to ensure that schemes are planned and managed effectively.
The successful candidate will be fully supported in terms of personal and professional development. A personal development plan including any training and development opportunities will be agreed as part of the role.

KEY DUTIES AND RESPONSIBILITIES
· Provide support to the Locality team in developing and delivering the locality priorities – including leading on specific work schemes as required – and supporting delivery of the locality savings agenda.
· Support with the development of new pathways and services.
· Support key service reviews developing appropriate transformational solutions across the locality footprint and wider health economy.
· Work with clinicians, other managers, the Local Authority and Public Health to identify opportunities for service improvement based on needs assessments, guidance and benchmarking data.
· Contribute to the development of key performance indicators for the successful assessment of individual and work stream success.
· Contribute to contract and performance management of individual service providers.
· Develop and maintain a strong user / patient and carer focus to influence the planning and delivery of services.
· Maintain constructive relationships with a broad range of internal and external stakeholders
· Participate in relevant internal and external working groups/projects, services and initiatives
· Make formal presentations to groups of staff and key partners having the ability to explain complex issues and motivate, persuade and enthuse.
· Develop an appropriate range of methods which facilitate the involvement of clinicians and where relevant, patients and the public in commissioning priorities and decisions.
· Use a range of skills to persuade, motivate, and negotiate individuals and groups to deliver locality priorities.
· Present complex information and issues to internal and external stakeholders with differing understanding.
· Communicate contentious, complex and sensitive information to clinicians and staff across health and other relevant agencies.
· Be a point of contact for enquiries for primary care, locality staff, external stakeholders and members of the public.
INFORMATION RESOURCES, ANALYSIS AND DECISION MAKING
· Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes.
· Need to interpret and analyse information which can be highly complex, sensitive and/or contentious.
· Analyse complex facts and information and interpret them for comparative purposes and for improving service delivery and/or project outcomes.
· Uses a range of performance information to identify opportunities for service improvement, reporting back to the responsible offices lead on potential developments.
· Use information applications to extract and manipulate data to provide statistical and query reports as part of identifying performance against project briefings.
PLANNING & ORGANISATION
· Contribute to the strategic planning of projects, identifying interdependencies across projects/functions, potential impacts on wider locality, and identify any resource requirements while building in contingency and adjustments as necessary.
· Contribute to short, medium and long term business plans, supporting achievement of the locality savings agenda.
· The post holder will be expected to exercise initiative and problem solving within the remit of the project scope and as negotiated with the manager
· Have a methodical approach to work, with appropriate attention to detail
· Complete project management documentation and progress updates as required
· Provide information to support the development of business cases and support analysis of service development proposals including analysis of potential locality impact
· Provide regular performance reports on progress, status and achievements for own area of responsibility.
· Assist with all mandatory reporting and administrative tasks, both internal and external, ensuring these are competed in a timely manner as required.
· To produce regular progress reports for colleagues within the localityand internal and external stakeholders.

· Work collaboratively with Local Authority colleagues to ensure delivery of joint objectives where appropriate.
· Ensure any new policies, systems and processes are in line with national best practice and aligned to service developments, policy and strategy, including information governance requirements, through undertaking research, information collation, analysis and presenting findings.
· Escalate key variation, risks or issues; ensuring remedial action is taken and drive through project delivery.
· Ensure responsible officers are aware of project progress, providing remedial actions plans for variation.
POLICY & SERVICE DEVELOPMENT
· Develop policies and procedures with an impact on the wider locality, as required.
· Proactively identify and address gaps or weaknesses in existing policies and procedures
FINANCIAL & PHYSICAL RESOURCES
· Provide regular reporting on the targeting of resources and budgets and monitoring their implementation from a value for money perspective; including delivery locality savings plan
· Provide human resources support within team, including identifying employee development opportunities and reinforcing highly effective team working.
· Provide regular performance reports on progress, status and achievements for own area of responsibility.
· Deliver training within own areas of expertise – including commissioning, project management and on specific projects – to members of staff within own organisation and partner organisations and stakeholders as required.
· Support in carrying out operational HR functions within team.

- Experience of supporting / delivering service and pathway redesign within a commissioning environment in either a health or local authority setting
