- Primary care - Ten GP practices have now joined us and offer extended opening hours to patients.

Job overview
Reporting to the Associate Deputy Chief Operating Officer, the post holder will directly manage the relevant directorate, and will have specific cross directorate responsibilities within the Group as delegated by the Associate Deputy Chief Operating Officer. Detailed job description and main responsibilities
MAIN RESPONSIBILITIES
· Make autonomous decisions regarding the operational management of services within the areas of responsibility, working closely and collaboratively with all stakeholders of the service
· Day to day responsibility for the operational management for specific services/departments within the Group
· To identify and implement on-going modernisation and new ways of working and innovation within specific services/departments
· To routinely monitor and track performance associated with national targets, and trust objectives, taking action where required to ensure targets are met
· To troubleshoot operational issues on a daily basis, that affect performance within areas of responsibility, liaising with relevant managers to identify and resolve as required
· To deliver key financial targets within areas of responsibility, including annual transformational savings plans, whilst maintaining financial balance
· Participate in the Senior Manager on-call responsibility taking responsibility for all site issues
SERVICE AND STRATEGY DEVELOPMENT AND IMPLEMENTATION
· To take lead on policy implementation for areas of responsibility and ensure the Group is represented within corporate policies
· To take the lead role in the national benchmarking process ensuring best practice is delivered in order to facilitate the maintenance and improvement of clinical teams
· To work with the Associate Deputy Chief Operating Officer to identify service developments and change to ensure that the workforce and job roles reflect clinical and service requirements, and the modernisation agenda
· Take a lead in the delivery of services within the areas of responsibilities including the development of operational policies and strategies
· To work closely with the Associate Deputy Chief Operating Officer in the strategic development and reconfiguration of clinical services, and transitional arrangements that supports implementation of any trust programmes, taking a lead on specific action plans, as required
· To identify and take the lead on service development and change to ensure key targets are achieved through transformational change and staff engagement
· To devise and implement effective communication strategies to ensure the smooth introduction of planned organisational change
· To represent the Group at external networks as necessary and report progress to the appropriate Management Boards
· Where appropriate provide the management lead for time limited corporate projects and reviews that also involve services in other Divisions
CORPORATE MANAGEMENT AND GOVERNANCE
· To actively participate in the development of the Group's overall strategic objectives and lead on the delivery of key aspects
· To manage the systems controls process and risk management arrangements within areas of responsibility, to support monitoring of compliance with Clinical Governance Standards and other Trust wide polices and procedures
· To investigate complaints, legal cases, accident reports and untoward incidents in a timely and appropriate manner by liaising as necessary with nursing, medical and other staff addressing any quality issues that arise following the investigation of complaints
· To ensure that trends and deficiencies are identified and corrective action implemented and reported through the clinical risk structure
· To promote a no blame culture across the Group, and help develop learning and development opportunities
· To work within the provisions of Standing Orders and Standing Financial Instructions, ensuring that the highest standards in corporate governance and probity are maintained, and are appropriately cascaded through the Division
· To participate in Trust wide general management activities, for example Health and Safety Committee representing the Group where appropriate
· To lead and participate in the formulation and implementation of policy and procedure development across the Group
· To provide timely information relating to areas of responsibility for inclusion in the Group's Clinical Governance reports
OPERATIONAL MANAGEMENT
· To be responsible for ensuring the provision and delivery of safe, high quality, efficient and effective services within specific services/departments
· To monitor service provision within areas of responsibility against quality/contractual standards, identifying and implementing, where appropriate, corrective action including identifying areas for improvement and initiating new ways of working
· To ensure that activity and key performance data is routinely captured, and information widely understood and used in a timely manner to affect service improvement. Produce reports forecasting trends and developments that may affect service delivery for the management board to agreed deadlines
· To ensure that performance data and returns provided by the Trust to any external agency are validated and submitted to agreed deadlines
· To manage complex and competing priorities on a daily basis to meet competing deadlines
· Create and maintain an environment within areas of responsibility for productive work
· To develop and maintain effective working relationships with clinicians and managerial colleagues across the Trust
· Demonstrate the ability to reconcile conflicting interests which may arise
· To lead the delivery of improvements in utilisation and productivity, by working closely and collaboratively with all specialty users of the service, whilst delivering a safe, high quality experience for the patient
· To influence decisions regarding service delivery through active participation at meetings with both internal and external stakeholders
· To participate in the Trust's senior manager on call
· To take on delegated responsibility for decision making in the absence of the Associate Deputy Chief Operating Officer in escalation planning and the major incident plan
PEOPLE MANAGEMENT AND DEVELOPMENT
· To develop and implement new ways of working in conjunction with clinicians, other healthcare professionals, support and HR staff. This might include skill-mix reviews and other staffing strategies within delegated areas
· To ensure that the recruitment, retention, motivation, training and development of staff is a key management priority
· To work with other senior managers across Groups to ensure effective management deployment and development of the specialties within areas of responsibility
· To take the lead locally and advise the Associate Deputy Chief Operating Officer in the workforce planning process within the Group, liaising with HR colleagues to ensure appropriate staffing levels and skill mix to meet current and future service requirements
· To manage sickness absence levels to within agreed targets. To ensure that sickness absence is actively managed and recorded in accordance with the Trusts Sickness Absence Management Policy
· To work closely with HR to implement national initiatives such as improving working lives, diversity, agenda for change, and the electronic staff record as well as seeking to develop new ways of working to improve service delivery and patient care
· To ensure that all human resource policies are observed and adhered within areas of responsibility in the Group
· To implement effective communication strategies to promote staff engagement
· To ensure, in conjunction with HR colleagues, that all staff are provided with appropriate support and training to undertake their jobs satisfactorily, including mandatory training
· To ensure that all staff within areas of responsibility receives an appropriate annual appraisal and PDR, which will include the establishment of key objectives and personal development plans to enhance team and individual performance
· To develop team morale and motivation through effective personal leadership, ensuring that views and decisions are communicated both up and down the management structure
· To empower and facilitate a research and development culture that enables staff to take a critical and innovative approach to practice
· To ensure that annual leave and study leave is cost effectively scheduled ensuring the availability of cover at all times and that use of bank/agency cover is reduced to a minimum
BUDGETARY AND FINANCIAL MANAGEMENT
· To develop business cases for service development, ensuring the implications of service change or developments have been accurately assessed, and are compatible with the trust's strategic objectives
· To be responsible for financial management of the directorate's budgets, including income and expenditure positions
· To participate in setting annual income targets and expenditure budgets for the directorate
· To work with Supplies and Healthcare Purchasing, in the selection process of suppliers in order to achieve value for money
· To ensure appropriate stock and supplies of all essential goods necessary to support areas of responsibility are effectively managed and maintained
· To continuously identify and implement cost saving / income generation schemes, as part of the division's cost improvement programme
· Act as an authorised signatory for pay/non pay budgets within area or responsibility
