An exciting opportunity has arisen within the Intelligence and Analytics team for a Strategic Intelligence and Insight Manager. We are looking for an enthusiastic and motivated candidate to join us who is willing to go that extra mile and to be part of a successful and effective team, using data and visualisations to influence and improve health outcomes for the population of Staffordshire and Stoke-on-Trent (SSOT).
This role represents an excellent opportunity to lead and develop the medium and long terms plans while supporting the insight analytics agenda with a huge scope to understand the health care demand of our population, to make a difference to the way services are delivered and to impact outcomes for patients.
The successful applicant will be able to demonstrate a pro-active, flexible, and responsive approach combined with the resilience to deal with demand and deadlines.

The post holder will be a senior manager within the Finance, Performance & Intelligence Team. They will lead the Intelligence and Insight agenda across the ICB and will operate across the ICS to support a range of work but primarily the drive for long term modelling of ICS care demands.

Embed modelling & forecasting into the routine approach of system reporting to aid more informed decision making at both operational & strategic levels.

Provide actionable insights that support both immediate operational needs & long-term strategic objectives of the ICS as set out in the Joint Forward Plan and the ICS Data and Intelligence Strategy.

Ensure effective collaboration with wider system partners to ensure the development of robust & rigorous approaches to in modelling and forecasting.

Support the Director of Planning to develop the Medium-Term Plan for the ICS.

Provide senior leadership & direction for members of the Intelligence team. They will be responsible for the line management of a Principal Intelligence Analyst and will need to work closely with the Performance Intelligence & Assurance Manager to support a matrix working for the wider Business Intelligence function.

Operate independently & to possess and utilise specialist, in-depth knowledge and experience in the areas of Insight Analytics, Strategic and Operational Planning, partnership development/working and the management of staff to deliver the key areas of responsibility.

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.
Location: Home based/hybrid working (most of posts).
Travel on occasions to a Hub location with at least 1 days notice
New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations
Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

Leadership of organisational and system forecasting and modelling to support the long-term planning needs of the ICS, working closely with system partners to ensure consistency of methodologies and approaches.

Ensure that information systems are integrated with the overall strategy for the developing the ICS, ensuring synergy between strategy milestones and objectives. Collate as required qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project “products”.

Presentation to internal and external forums of the findings of the model will be a key requirement of the role.

To provide analysis, interpretation and communication of highly complex data to a range of internal and external partners.

Lead a robust intelligence and insight agenda, and through working with system partners monitor, sustain and improve system performance against agreed national and local targets/metrics.

Support the Director of Planning in policy and service development and ensuring that this thoroughly researched, is evidence based and informed by best practice.

Responsibility for the development and implementation of effective methods of communication with a range of stakeholders.

Developing and co-managing the ICB Intelligence team, line managing, appraising and developing staff, building a collaborative environment and ensuring compliance to agreed work plans and individual objectives.

- Experience of forecasting and modelling techniques within the Health System
- Experience of analysing performance of areas of activity in relation to performance targets and strategic objectives
- Experience of managing highly complex situations and information requiring analysis and interpretation and the comparison of a range of options
- Experience of managing, negotiating and influencing at a multi-agency level
- Experience of communicating at all levels and presenting complex, sensitive and contentious information to a range of audiences, including individual patients, clinicians, large groups, CCG and Trust Boards and sub committees
- Experience of effectively delivering unwelcome/ very difficult feedback to individuals, teams and organisations
Qualifications

- Educated to degree level or similar equivalent academic ability
- Masters/post-graduate education or similar equivalent academic ability
- Evidence of continuing professional development, which demonstrates the theory and practice to operate at a senior level

- Demonstrate record of achievement of delivering objectives to timeframe and finding innovative solutions to complex problems

- Thorough knowledge of Payment by Results and other NHS financial or contracting regimes
- Ability to act upon incomplete information, using experience to make inferences and decisions
- Significant skills in interpreting and analysing complex quantitative and qualitative information and transforming information into executive reports, Board reports and presentations; highly numerate
- Ability to engage effectively with clinicians, senior managers, Board members, staff, other key agencies and the public
