Job overview
This is an exciting opportunity for an experienced, highly motivated leader with excellent communication, planning, project, and budget management skills to lead a central, specialist business support team as the Overseas Sponsorship Deputy Manager within Workforce, Training & Education (WTE) Midlands.
The Overseas Sponsorship Team are responsible for facilitating visa sponsorship for migrant postgraduate doctors and dentists in training in England.
Working to the National Recruitment Senior Manager, this role will be required to provide the day-to-day management and act as the operational lead for issuing and monitoring overseas sponsorship. Working closely with the National Recruitment Senior Manager; Senior Business Manager, Postgraduate Dean, Deputy Postgraduate Dean and other senior managers, you will be responsible for the development of strategies and policies in line with national requirements.

Liaising with key internal and external stakeholders, the Overseas Sponsorship Deputy Manager will take an active role in the quality management of sponsorship to the required legal standards, offering expert advice where required. This will also involve liaising with colleagues to ensure a consistent approach in line with WTE and Home Office requirements. Deputise for the National Recruitment Senior Manager as required.
Working in partnership with key stakeholders internally and externally the Overseas Sponsorship Deputy Manager will work with all teams to ensure the trainee database is accurately maintained to produce informative analysis to support workforce planning and sponsorship requirements for WTE.
The successful candidate will have the drive to implement efficient sustainable changes while leading and motivating administrators in the team. This will include carrying out appraisals, goal setting, organising training and development and managing capability or disciplinary issues if necessary.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Detailed job description and main responsibilities
- Build strong relationships with and balance the needs of key stakeholders including the Recruitment and Assessment sector, Home Office Visa & Immigration, NHS colleagues, trainee doctors and lay advisors and other strategic partners.
- Communicate progress to WTE, relevant governance groups and others as relevant.
- Model a collaborative and influencing style of working, negotiating with others to achieve the best outcomes, embedding this approach across all areas of work.
- Build effective working relationships and engagement with partner organisations including: WTE central teams; Home Office Visas and Immigration, NHS England, professional specialist bodies, clinicians in hospital and community health services; primary care practitioners.
- Liaise with others in Postgraduate Medical and Dental recruitment and Overseas Sponsorship to ensure that where developments impact their work streams there is a coordinated cross-WTE approach, and vice versa.
- Provide and receive highly complex, sensitive, or contentious information where there may be barriers to communication or where negotiating/influencing skills are required to secure agreement or cooperation.
- Present complex, sensitive or contentious information to large groups or differing stakeholder groups where challenge or resistance may exist e.g., formal presentations, representation at formal meetings.
- Provide leadership and direction for delivery Postgraduate Medical and Dental recruitment and Overseas Sponsorship.
- Take personal and collective responsibility for decisions made by the Postgraduate Medical and Dental recruitment team and Overseas Sponsorship communicating and justifying the decisions and expectations to all relevant partners clearly, responding to feedback and comment appropriately.
- Develop clear work plans with realistic targets, milestones and performance indicators monitoring and establishing accountability on the overall progress of the review to ensure completion within agreed timescales, managing the budgetary implications of activity avoiding the destabilisation of business as usual.
- Create and develop strong networks and appropriate partnerships across a range of internal and external stakeholders to ensure the success of the review and promote the reputation of Postgraduate Medical and Dental recruitment and Overseas Sponsorship.
- Provide reports summarising status on issues, appraising outcomes, and providing progress reports to senior staff within the locality and at national board level.
- Identify and escalate risks and problems at an early stage Manage defined budgets to deliver activity and produce business cases to justify spend.
- Manage overseas sponsorship posts that may be appointed under the programme of work.
- Uphold organisational policies and principles on the promotion of equality.
- Create an inclusive working environment where diversity is valued, everyone can contribute, and everyday action ensures we meet our duty to uphold and promote equality.
- Develop expertise and become an active participant in relevant aspects of the work of the Overseas Sponsorship relating to Postgraduate Medical and Dental recruitment.
- Work collaboratively with the Recruitment teams across the country and demonstrate leadership and expertise of overseas sponsorship.
Act as a champion for overseas sponsorship, contributing to national policy development, decision-making, feedback, review and updating for all of programmes. - Promote quality, rigor, and standardisation across all aspects of the team’s function.
- Seek out opportunities to share ‘good news’ stories and best practice with all stakeholders.
- Act as an ambassador for Postgraduate Medical and Dental recruitment and overseas sponsorship attending relevant national and regional meetings, supporting the development of programmes, and engaging with current and potential future providers of training.
- The post holder will need to maintain a good knowledge of emerging policies from government and educational departments to influence the review and development of strategy.
