The post-holder will work for the Screening sub-directorate in the Vaccination and Screening Directorate. The Directorate is responsible for discharging the NHS public health functions agreement, under which the Secretary of State delegates responsibility to NHS England for certain public health services (Section 7A services), including around 20 immunisation programmes, 11 screening programmes and other services such as child health information services (CHIS).
The post holder will work within the antenatal and newborn screening portfolio team with responsibility for providers within a geographical area but will also provide input/support to the national portfolio deliverables. They will be required to work with a high degree of autonomy in support of the senior clinical lead/quality and improvement leads in the delivery of a comprehensive programme of QA capable of maintaining and further developing, effective high quality screening some cross cover between geographically based QA teams will be expected to ensure the resilience of the service.

The post holder will be part of a dynamic team delivering an effective quality assurance (QA) and improvement service for a portfolio of screening providers.
Managing complex QA issues, they will act as a point of escalation to support the Senior QA Advisor to ensure that their work stream of programmes are planned and managed effectively.
They will develop close liaison and communication with local screening programmes, provider organisations and commissioners to monitor organisations against minimum standards of service performance and quality across all elements of NHS Screening Programmes.
They will work collaboratively with quality assurance and improvement colleagues and nationally to promote consistency across national screening programmes and in the delivery of the national quality assurance and improvement function.
The post holder will have the flexibility to work with other screening providers and commissioners across the country to focus screening quality assurance and improvement activity with prioritised providers.
They must be able to operate independently with the capability to interpret, implement and provide specialist advice but recognise when to refer complex or sensitive matters to senior staff.
In line with the programme specific operating model, they will support the delivery of QA interventions, by supporting QA visits and leading screening pathway reviews with responsibility for report or letter content and recommendations.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Managing, planning and development of QA activities
- Implement quality assurance policies as required.
- Participate in policy or service development both within the team and the wider environment of the national programme.
- Ensure NHS screening programmes maintain consistency with other programmes by participating in cross cutting work.
Deliver a Quality Assurance programme
- Contribute to the development and implementation of the organisational plan to ensure regular and formal quality assurance of NHS screening programmes. Undertake service review/audit using national tools; make recommendations for service improvements and reporting outcomes from QA processes. Monitor progress of visits.
- Manage the implementation of the QA cycle from self-assessment (if appropriate) and pre-visit/intervention preparation, including the management of any visit/intervention programme.
- Support the Senior QA Advisor in ensuring that where full QA visits are undertaken, review teams provide accurate, appropriate feedback to commissioners, provider executive and programme teams on the findings of the review visit; highlighting any issues / concerns raised during the visit.
Develop policy, methods and tools for QA
- Implement a consistent approach to the QA process in a defined place, in association with peers, replicate this across England.
- Support the development and lead implementation of national guidance and toolkits/templates throughout your region or other regions.
- Contribute to gap analyses / baseline assessment tools with national QA colleagues and use these to inform action plans / areas for development.
- Contribute to developing the NHS Screening Programmes by acquiring and collating information through QA processes to inform policy and service development.
Provide highly specialist support
- Provide specialist advice to Screening and Immunisation commissioning teams in implementation of new screening programmes and further development of existing programmes where appropriate.
- Use specialist knowledge and expertise to advise local programmes and commissioners on the quality of the screening programmes and provide guidance on how to deliver high quality programmes.
- Lead the expert advice and management of screening incidents within different screening programmes/pathway elements. Use judgement to escalate serious and complex incidents to the Senior QA Advisor.
- Identify, develop and disseminate best practice in order to improve screening pathways, clinical governance and risk management.
Build relationships with stakeholders
- Play a powerful role in forging partnerships with and influencing local programmes that deliver NHS screening programmes to ensure the widest possible participation in the delivery of high quality services.
- Participate in and organise national/regional level working groups/networks as required.
- Collaborate with user groups to ensure their views are reflected in the delivery and monitoring of the screening programmes nationally.
