Job overview

The applicant will be required to have experience in working in a law enforcement intelligence environment. Demonstrating the capability to evaluate information and intelligence, assessing the threat, risk, harm vulnerabilities and opportunities which exist and identify gaps. They will manage the dissemination of the assessment and / or intelligence product, support fraud, bribery and corruption investigations and provide advice to support NHS Counter Fraud Agency NHSCFA priorities.

2) a Fixed term contract to 31.3.25 available.

Advert
Receive and assess information on the intelligence system and disseminate to relevant parties, in line with confidentiality, sensitivity and duty of care policies and relevant legislation to ensure intelligence is processed correctly.
Gather, research and evaluate information (in accordance with a defined and agreed collection plan where applicable) to identify gaps, and patterns, and inform (de)briefing, tasking, where appropriate and in accordance with principles of legality, necessity and proportionality.
Prepare and deliver intelligence products to inform decision making clearly and accurately.
Establish and maintain networks with internal and external partners at all levels of seniority to ensure appropriate information sharing in support of a timely response and to achieve shared objectives.
Adhere to all legal frameworks, key working principles, policies, and guidance relevant to the role to ensure information and intelligence is handled and processed legally.
Maintain awareness of innovation within intelligence to ensure implementation of latest techniques and tactics, best practice, and information relevant to the role.

Detailed job description and main responsibilities
· Apply judgement to referrals received by the NHSCFA to determine the most appropriate manner in which they should be recorded, protectively marked, processed and disseminated, referring to senior management where necessary.
· Develop processes for capturing and accurately recording information, following set procedures, to create database records and apply the evaluation process, establishing relevance, significance, and reliability, of all information processed.
· Regularly interrogate systems, to detect and report upon anomalies, discrepancies, and irregularities of data.

Knowledge and Experience
Essential criteria
- Demonstrate equivalent experience of Intelligence Professionalisation Programme IPP or Government Counter Fraud Profession GCFP to the standards of Fraud Intelligence Practitioners level, having performed the intelligence Officer IO role previously or currently, and evidence of CPD.
- Demonstrate using intelligence to understand the fraud risks and effectively communicate fraud threats to stakeholders.
- Evaluating and recording new information received securely and accurately to support a conclusion about further action in line with the Intelligence Cycle and NIM
- Demonstrate the application of handling codes and conditions to assess the reliability of information, sources and manage risk.
- Demonstrate a clear understanding of a wide range of sources and ability to develop intelligence in a meaningful way.
- Understanding risks associated with sharing intelligence and presenting intelligence findings.
Desirable criteria
- Demonstrate experience of operating or having operated an Intelligence database and/or case management system.

- Demonstrate application of relevant legislation and policy that affect intelligence work. For example: Government Security Classification Policy GSCP, Data Protection Act DPA & General Data Protection Regulation GDPR 2018, Human Rights Act HRA 1998, Regulation of Investigatory Powers RIPA 2000, Public Interest Disclosure Act PIDA 1998, Fraud Act FA 2006, Criminal Procedures & Investigation Act CPIA 1996, Criminal Justice Act CJA 2003, Freedom of Information FoI 2000.
Desirable criteria
- Current or recently approved practitioner for: PNC PND ANPR RIPA Applicant Financial Intelligence Officer FIO Triple I, Internet Intelligence Investigator practitioner, ICDIP approved.
- Demonstrate crime type intelligence experience such as, Modern Slavery Human Trafficking MSHF, Serious Organised Crime and Exploitation SOCEx, Fraud
Qualifications
Essential criteria
- Intelligence relate Degree or equivalent experience to IPP or GCFP standards of Intelligence Practitioners level.
Desirable criteria
- Holds or has held Intelligence Professionalisation Programme IPP, Intelligence IO certification including CPD record.
