A 12-month secondment / fixed term opportunity has arisen within the within the Oversight and Assurance Team. The successful candidate, as one of three Lead Managers, will support the successful delivery of national priorities as set out in the annual NHS Operating Plan and NHS Oversight Framework.
To do this you will develop and maintain effective partnerships between other ICB directorates, as well as statutory and non-statutory organisations involved in the local planning, commissioning, monitoring and sustainable improvement of local health and care services.
You will lead on the effective identification and triangulation of risks against a portfolio of service areas, transformation programmes, local NHS organisations, Place-based systems and operational measures. Working closely with other ICB functions your input will contribute to enhancing productivity and reducing healthcare inequalities.
By analysing a range of data sets and securing local intelligence flows from various sources, you will both contribute to and oversee the production of key routine deliverables, such as monthly board-level reporting, quarterly regulatory assurance packs and the monthly review of Partnership Delivery Agreements. In addition, you will help with targeted investigations into service areas that go beyond nationally defined metrics. Working with colleagues from other disciplines such as quality, workforce and finance to collaboratively synthesize a more holistic understanding of the challenges faced by the system’s services.
The key relationships you will manage in this role include supporting the Deputy Director of Assurance and Oversight, internal ICB stakeholders such as Placed-based Teams, Transformation Programmes leads, senior managers within Business Intelligence, Commissioning Operations, Quality and Finance. In addition, you will develop and maintain relationships with staff at all organisational levels in external ICS partners such as Acute Hospital Trusts, Community Providers, Mental Health Trusts and Provider Collaboratives, escalating risks to delivery, where necessary.
NHS South West London Integrated Care Board (ICB), as part of South West London Integrated Care System (ICS), is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our six boroughs: Croydon, Merton, Kingston, Richmond, Sutton and Wandsworth.
Each ICS consists of two statutory elements:
· an Integrated Care Board, bringing the NHS together with its partners locally to improve health and care services
· an Integrated Care Partnership (ICP): the broad alliance of organisations and representatives concerned with improving the care, health and wellbeing of the population, jointly convened by the ICB and local authorities in the area.
ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of integrated care systems (ICSs):
· to improve outcomes in population health and healthcare;
· tackle inequalities in outcomes, experience and access;
· enhance productivity and value for money and;
· help the NHS support broader social and economic development.

· The post holder will be responsible for the production and presentation of performance management reports to fully inform and underpin decision making by the Governing Body, Executive team, Management team, NHS England and others.
· The post holder will be required to build and maintain effective relationships with NHS England, providing them with regular and detailed assurance on ICB ownership, management and improvement of performance.
· The post holder will be expected to maintain an up-to-date understanding of the ICB’s position in relation to national performance indicators and standards including the NHS Oversight Framework, NHS Constitutional Standards, System’s Resilience, Long Term Plan, Operating Plan and other metrics that are implemented.
· It will be the responsibility of the post holder to gain an in depth understanding of the issues underpinning reported performance, and to facilitate discussion between ICB Partners to develop and investigate key lines of enquiry and action plans to address performance issues.
· The post holder will be expected to hold stakeholders to account for delivery of improvement.
· The post holder will be responsible for undertaking targeted work to ensure that activity remains in line with ICB expectation and contracting arrangements.
· The post holder will lead and undertake projects aimed at improving performance, managing activity within providers and maintaining ICB and system financial balance.
· The post holder will be required to work with ICB commissioning and redesign managers to address issues of acute, community, mental health and other contractual performance.
· It will be the responsibility of the post holder to work with BI and Planning colleagues to develop reporting against and manage the ICB’s Operating Plan.
· Work collaboratively in a matrix style with teams across the wider COO Directorate, in order to achieve the directorate objectives efficiently and effectively.
· Responsible for working with system colleagues to support the development of annual operational plans [for post holder’s specific area of focus]. This includes understanding the NHSE operational requirements, agreeing system ambitions, assessing level of risk in delivery and actions required to support delivery, in line with timescales and approach set out by the SWL Planning Team.
· The post holder will be expected to build and maintain effective relationships with colleagues within the ICS to ensure effective use of resources and eradicate any unnecessary duplication.
