NHS Derby and Derbyshire Integrated Care Board (ICB) is the health statutory body for the Derby City and Derbyshire population. An exciting opportunity has arisen within the Primary Care Team that is part of the Strategy and Delivery Directorate at NHS Derby and Derbyshire Integrated Care Board working as a Primary Care Manager.
The post holder will work as part of a dynamic team to ensure their workstream of programmes and projects are planned and managed effectively leading to successful delivery.
The post holder will support the work of the Primary Care Team with responsibility for specific Primary Care projects and Primary Care contracts. The Primary Care team has a dual function, commissioning Primary Care providers and developing Primary Care. Some post-holders will focus on development and others on commissioning. However post-holders will be expected to be able to work effectively in either area, with the ability to interchange as required; The post-holder will have an area of functional expertise, as well as a ‘key contact’ role, and to provide support in that area to other key contacts, county-wide.
The post holder will have the following responsibilities:
Working under the direction of the Assistant Director of Primary Care and the Senior Primary Care Managers, the commissioning responsibilities will be as follows:
· Commission primary care providers across Derbyshire, both:
§ Those that the ICB is directly responsible for;
§ Those delegated under the delegated commissioning agreement;
· Commissioning incorporates: commissioning, development, procurement, implementation, delivery, performance management and contract variations;
· Support and contribute to the various aspects of primary care commissioning and contracting under the direction of the Head of the Team and Assistant Director;
· Manage and contribute to the development of service specifications and contribute to the development and redesign of care pathways to ensure primary care commissioned services provide quality and value for money, including General Practice, community pharmacy, dental and optometric services;
· Support the Assistant Director of Primary Care and the team to ensure that the programmes are planned and managed effectively and take the lead in assisting in their successful delivery;

Working under the direction of the Assistant Director of Primary Care and the Senior Primary Care Managers, the commissioning responsibilities will be as follows:
· Support the assurance and delivery of the PCN Directed Enhanced Services and Primary Care Access and Recovery Plan (PCARP) in all of its aspects, including but not limited to:
§ Modern General Pracitce including access model;
§ Workforce;
§ Workload and resilience;
§ Access;
§ Enablers such as IT, Digital and estates;
§ Participation in GP Improvement Programme.
· More broadly support the overall development of General Practice in Derbyshire: work with member practices, Primary Care Networks and GP Provider Board to develop strategy; develop specific schemes and projects, deliver those schemes, monitor and track their performance;
Regardless of the area which a post-holder is working in, all post-holders will be expected to:
· Support the delivery of projects to achieve key ICB targets, including but not limited to, Efficiency schemes; Emergency Planning, Winter Planning, Business Continuity; Operating Plan.
· Link with external agencies as needed including:
§ NHS England;
§ Local Authorities;
§ East Midlands ICB Primary Care Team (hosted by NHS Nottingham and Nottinghamshire ICB);
§ GP Provider Board;
§ Primary Care Local Professional Committees;
§ Primary Care Network Clinical Leads and Operational Managers.
· Be a key contact for a group of practices and covering as required, supporting the Assistant Directors Primary Care and Senior Management team;
· Have an area of functional expertise, as well as ‘key contact’ role, and to provide support in that area to other key contacts, county-wide;
· Represent ICB on East Midlands region programmes;
