This is an exciting, newly created role, to manage and lead the capital project design phase across the capital programme. Stakeholder engagement, specification review and control, management of consultants and delivering consistency in the pre-construction phase of a project are key areas of focus.

The Capital Project Design Manager – to manage and lead the capital project design phase.
To work alongside third-party consultants to deliver high-quality, compliant, and cost effective project designs, informing tender packs and construction information, including:
Ensure compliance with Health Building Notes (HBN).
Ensure compliance with Health Technical Memoranda (HTM).
Ensure compliance with NHSE Capital Projects requirements.
Ensure compliance with Building Regulations / Building Control and all legislative requirements.
Management of third-party consultants throughout the capital project design phase.
Oversee stakeholder engagement and approvals of capital project designs.
Maintain log of derogations from standards to ensure audit trail.

Ensure a high level of outcomes by applying technical and managerial expertise in alignment with the overall aims and ethos of the Trust, adhering to policies and actions outlined in the Trust’s business plan, and ensuring the efficient and economical use of the Trust’s resources
in line with the Trust’s financial guidance and frameworks. This includes adhering to all present compliance issues related to legislative, statutory, and NHS guidance frameworks.
Adhere to Standing Financial Instructions (SFIs) and Public Procurement Regulations.
Ensure structured information sharing, collaborative working relationships, and smooth handover between the Capital Delivery Team.
Chair, schedule, and manage Multi-Disciplinary Team (MDT) design meetings with the key stakeholders.
Ensure standard specifications are established and a standard specification library is generated for key Trust assets.
Engage and liaise with all Trust Stakeholders to establish project briefs and oversee the design stage.
The role may also require the holder to be involved in the delivery phase of the capital project depending on workload and business need.
To role model compassionate and inclusive leadership in order to shape the creation of a collective leadership culture within the trust. This means demonstrating a consistent leadership style which (a) engages, enables and empowers others (b) uses coaching to promote ownership of learning and quality improvement and (c) facilitates team working and
collaboration within teams / departments and across organisational boundaries.
