Job overview
We are looking for a Consultant in Public Health who will provide expert Public Health input to the IHR-S project’s work with Nigeria CDC, the Nigerian MOH and other partners as appropriate including WAHO and the Regional Center for Surveillance and Disease Control (RCSDC). This will include providing technical input and leadership to selected public health partners and projects in collaboration with NCDC and other partners. The International Health Regulations (IHR) Strengthening Project IHR strengthening project is an Official Development Assistance (ODA) funded project designed to improve IHR capability in selected countries and regions with medium and long-term activities taking place through partnerships with National Public Health Institutes (NPHIs) in several countries in Africa and Asia.
This post will be based in Abuja with regular travel to other (approved) areas of Nigeria and West Africa. The post is open to UK Nationals and Commonwealth citizens. The post-holder will be expected to comply with British Embassy security protocols and will have to successfully undergo SC security vetting.
This post is located within UKHSA’s Global Health Protection Directorate, led by the Director of Global Health Protection, and sits within the Chief Medical Advisor (CMA) Group which provides trusted clinical and public health leadership through expert advice, guidance, epidemiological insights, and evidence.
Advert
The post-holder will be responsible for delivering and coordinating the delivery of a number of outputs jointly agreed by UKHSA and Nigeria CDC, building on existing work and in conjunction with local project staff, Nigeria CDC counterparts, and with extensive involvement of wider stakeholders. These will be agreed in consultation with UKHSA IHR-SP SLT. Core duties and responsibilities will include the following:
1. Provide Leadership to the IHR-SP Nigeria CDC team and support IHR-SLT in setting direction and prioritising workplans.
2. Advising on and providing technical support to public health partners and partner organisations in West Africa where a need has been expressed and is within IHR-SP core mandates.
3. Demonstrate strong diplomacy skills in engaging with senior leaders, ministers, senior government officials and other donor or development agency representatives.
4. Proactively influence and negotiate in order to develop and manage effective key relationships with local and other international stakeholders.
5. Providing technical and coordinating support to Nigeria CDC’s efforts to develop a resilient network of partners, ensuring that the networks are linked to existing systems and relevant national/regional institutions.

STAGE 1 – Application & Sift:

For posts on UKHSA Civil Service terms and conditions, new entrants to the Civil Service are expected to start on the minimum of the pay band. For existing Civil Servants and roles advertised across government, the rules of transfer apply, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive a 10% increase. Either case is determined by whichever is the highest.
The Civil Service pay structure and progression is different from NHS Agenda for Change (AfC), most local authority pay grades and other systems that have annual pay increments. For further details, please refer to the Information Sheet- Starting Salaries & Benefits attachment.
For AfC or Medical/Dental posts, you must have the correct professional registration to be appointed. The pay will follow the AfC or Medical & Dental terms & conditions. Future location

The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available.
