Job overview
Due to the planned reduction of hours of the current post holder towards retirement, an exciting opportunity has arisen for a stand-alone post of Designated Doctor: Safeguarding Children 4 PAs / week at Bradford PLACE and part of the West Yorkshire Integrated Care Board (WY ICB).
There is flexibility in the post. The preference is for an experienced Designated Doctor with Level 5 CP training and proven leadership skills to work alongside the current postholder. Applications would also be welcomed from enthusiastic Consultant Paediatricians with level 3-4 training who would like to develop into the role, with support and mentoring from the current Designated Dr who is hosted in Bradford.
Two of the sessions for this post have come from a post previously hosted in Airedale. This post would provide a closer link with Airedale/ North Yorkshire.
This is a strategic safeguarding post to provide and promote expert leadership, professional and strategic advice to health commissioners’ practitioners and the Safeguarding Partnership including around local requirements arising from relevant legislation and guidance, working across the health economy in accordance with national and guidance and Working Together and RCPCH job descriptions.

The role encompasses enabling and seeking to ensure that the West Yorkshire ICB (WYICB) at Bradford PLACE complies with national and local requirements arising from relevant legislation and guidance for Safeguarding children. This includes policy development and providing expert advice across the WYICB, commissioned providers and multi-agency partnerships and working with Partners.
The Designated Doctor Safeguarding Children is an expert and strategic leader for safeguarding and is a vital source of safeguarding advice and expertise for all relevant agencies and other organisations, in particular to health commissioners, ICBs, the local authority, Children Partnerships (Bradford District and North Yorkshire).
The Post holder provides safeguarding expertise, support and advice to the Director of Nursing and Quality who is responsible for child safeguarding and provides a health advisory role to the Bradford Safeguarding Childrens Partnership, attending meetings, fully briefing, and supporting the ICB executive member.
Working with the Designated Nurse: Safeguarding Children, they provide the lead across the health economy on statutory rapid reviews and commissioning of child safeguarding practice reviews ensuring that learning for health partners is disseminated and put into practice. They provide assurance externally to the ICB, safeguarding partnerships and NHSE that Bradford place is meeting its own statutory functions to safeguarding children and children in care.

The postholder will work strategically across the local system, crossing organisational boundaries and unblocking traditional barriers to access, ensuring that keyworkers are embedded within the pathways across health, education and LA facilitating a keyworker for all children, young people and families that need it.
Detailed job description and main responsibilities
This is a stand-alone post hosted within the WY ICB. The post holder would work alongside a Designated Nurse and deputies and Designated Doctors for Child death and Children in Care. With the Designated Nurse, they will lead the safeguarding children’s team within the WY ICB, Bradford PLACE, provide line-management for the Named GPs for Safeguarding Children and work closely with the Director of Nursing and Quality.
Whilst this is for a stand-alone Designated Doctor without direct clinical work, it may be possible to accommodate some clinical work in Safeguarding and Children in Care.
The post will be hosted in the WY ICB with office space in Scorex House. Whilst some work could be online from home, face to face work is also needed. We would encourage the new post holder to establish new relationships and meet colleagues in health and partnership settings face to face.
The post holder will provide support and guidance across the health economy with Named Professionals in the health trusts and other health agencies. Bradford District has a very active and friendly Health safeguarding children’s group which coordinates all health Safeguarding children professionals. The Named Doctors are all experienced, active, have excellent systems in place and are well ahead with RCPCH requirements for local peer review / audit work. They and provide liaison with our local SARC. West Yorkshire has a well-established and supportive regional peer group with on-going audit, and training programmes. The group works closely with supportive colleagues across the region and link with National groups (NNHDP, RCPCH)
Bradford District is a very young population. This is a very busy post with a high level of complex Safeguarding. The district has a high number of rapid reviews and case reviews and very high numbers of CP medicals each year. Expertise will rapidly develop in all areas. Any particular interest of the postholder is likely to be accommodated.
This is an exciting time in Bradford District with a new Designated Nurse: Safeguarding children being appointed, a new Children’s Trust for social care and significant changes in the Partnership arrangements. There are strong links with local Safeguarding partnership and subgroups. The postholder would be expected to chair / be part of some subgroups. Current Bradford Partnership priorities include Neglect, introduction of GCP2, and supervision. We have a well-developed partnership training programme.
This would be an opportunity to influence the direction of safeguarding within a busy but supportive environment, in a vibrant young district.
