Job overview
We are recruiting for a Head of Capital Development to join our Estates and Facilities senior management team based at our headquarters in Littlemore, Oxford.
You'll be responsible for delivering the Trust's major developments and transformation plans including developing design feasibility schemes and cost estimates to support business cases and delivering approved schemes. You'll also drive internal and external communications in partnership with our Communications Team in relation to estates and facilities matters across our service.
This is a key role where you'll be leading the Capital Team to design and deliver estates transformation and strategic development schemes of all projects from the RIBA stage 2. This will include leading on the design and tender of approved schemes in accordance with relevant legislation, guidance, and Trust procedures. You'll support the development of business cases for all transformation capital projects by preparing detailed designs, costings, and development programmes to support the business plans for estate transformational/strategic schemes.

- Work closely with other members of the Estates and Facilities SMT to ensure that projects are delivered to meet statutory and mandatory requirements
- Lead on the design and tender of approved schemes in accordance with relevant legislation, guidance, and Trust procedures
- Develop and implement a procurement process to ensure that the Trust has access to suitable contractors/professional services to support the delivery of its estate transformation and strategic development plans.
- Engage with internal and external stakeholders to ensure that the project meet their expectations and are delivered within minimal impact.
- Provide monthly reports on progress of all projects for which the post holder is responsible.

- Detailed knowledge of HTM/HBN requirements in relation to design Experience of working across departments and organisational boundaries
- Significant relevant post qualification experience as a senior manager within an estates and facilities department.
- Detailed knowledge of statutory requirements in relation to estates and facilities.
Qualifications – Academic/Skills/Professional
Essential criteria
- Degree in building/ engineering/ construction management or other related subject; or equivalent qualification.
- Masters in relevant subject for the role. Member of RICS/ CIOB/ CIBSE/ IHEEM.
- To hold relevant Chartered status.
- NEBOSH in construction.
- PRINCE2 or equivalent.

- Extensive experience of designing and managing large scale development schemes.
- Experienced in the use of a wide range of Microsoft packages with keyboard skills including writing corporate documents.
