An exciting opportunity for an exceptional leader to make a difference to those people and communities across Devon, with complex health needs.
Working closely with the Chief Nursing Officer and the Deputy Director Market Development and Transformation, the post holder will play a pivotal role in the AACC transformational change plan with focus on service restructure; the procurement and implementation of a new digital case management system as well as the reinvigoration of the market development function within the ICB.
The post holder will be responsible for individualised commissioning including the joint strategic leadership and operational delivery of All Age Continuing Care services whilst providing expert clinical leadership for hospital discharge and Enhanced Health in Care Homes programmes, together with input to quality improvement and professional development in the sector.

As a member of the senior ICB team, the role would demand tactful management of system relationships and partnerships to create a culture for improvement and raising of professional standards. Driving positive working relationships between the ICB and provider collaboratives and a range of health and care organisations; as well as the independent and third sector.

- Significant experience of the application of commissioning capability across the commissioning cycle including NHS Continuing healthcare and complex need care packages.
- In depth understanding of the background to and aims of current healthcare policy in appreciate the implications of this on engagement.
- Extensive knowledge of relevant clinical practice.
- Extensive knowledge of risk management, complaints management and statutory requirements for ICBs.
- Experience in establishing & developing relationships between commissioning organisations, commissioned service providers & ensure all relevant contractual requirements are fully applied.
- Substantial experience of delivering strategic level advice and guidance to senior managers and Directors.
- Experience of employing recognised quality improvement methodologies.
- Proven record of effective oversight across organisations.
- Experience in interpreting and implementation of local, regional, and national policy.
- Significant experience of leading change and wider programmes of work across multiple sectors.
- Evidence of an understanding of the background to and aims of current local and national healthcare policy and appreciate the implications of this on engagement.
