Join the NHS Business Services Authority (NHSBSA) in a new key leadership role, where you'll be responsible for three vital DDaT professions - Cyber Security, End User Device and Physical Infrastructure and Technology.
Leading the cyber security function ensuring our robust resilience to cyber risk. You’ll set the broader technology strategy and seek opportunities for ongoing evolution and revolution with emerging and established technologies. You’ll lead end user device units supporting 4000+ colleagues and physical infrastructure, seeking opportunities to rationalise and modernise.

As a senior leader and member of NHSBSA Leadership Team, reporting into the Chief DDaT Officer, you’ll maximise resources and outcomes through productive sustainable delivery.
- Identify and implement significant efficiencies, communicate and embed significant transformational policy and process changes to continuously improve service provision and performance.
- Lead a large, diverse workforce, inspire and develop colleagues across a range of disciplines in continuous improvement utilising user centric design methodologies.
- Define and implement cyber security strategy, ensuring robust protection against evolving threats. Set, evaluate and enforce the policies and standards required for cyber resilience across the organisations services, identifying and addressing areas of weakness or opportunities for improvement.

Detailed job description and main responsibilities
The role comprises of three core accountabilities
• Cyber Security - leading the organisations cyber security function, this will include setting the standards, policies and frameworks for all services across the NHSBSA and ensuring compliance, liaising with other public sector bodies and 3rd parties to ensure that the NHSBSA’s resilience to a cyber risk is robust.
• Technology – you will be responsible for setting the overarching technology strategy for the NHSBSA, keeping abreast of developments in the technology sector you will look for opportunities for ongoing evolution and revolution with emerging and established technologies. You will provide a strategic and cross organization view to our technology needs across all lines of business.
• End User Device and Physical Infrastructure – you will lead the organisations end user device units supporting over 4000 colleagues and physical infrastructure (data centres) looking for opportunities to rationalize and modernize where possible.
Job summary:
1. This role will provide strategic, technical and professional expertise to deliver a complex Digital, Data and Technology (DDaT) agenda, maximising the use of resources within your remit, setting and achieving key performance indicators and break-even budgets, and maximising outcomes through productive sustainable delivery. You are responsible for corporate DDaT strategies and corresponding policies and procedures that drive value and efficiency through use of NHSBSA’s supply chain and estate. Alongside this you will identify and successfully implement significant efficiencies across the directorate’s remit, communicate and embed significant transformational policy and process changes and look to continuously improve service provision, performance and customer experience.
2. As NHSBSA’s Director responsible for its DDaT professions in Cyber and Technology, you will develop and maintain strategies and plans to drive professional excellence including compliance with government professional standards. In this role you will maintain effective relationships and influencing skills and will be responsible for leading and operationally managing the development, implementation, and improvement of your business area, including overall responsibility for service delivery, and relationship management of external partners specifically around complex and challenging contractual performance but also in working within the NHSBSA Partnership Key Principles relating to business, culture, and values. You will promote a high-performance culture across DDaT, also leading on designated Directorate and organisational wide developments which cut across both organisation and service boundaries aligned to the overall NHSBSA Strategy which the post holder will contribute to and help shape.

Strategic Leadership
• Providing strategic leadership to a department of DDaT Professionals who provide services in line with role accountabilities to enable the delivery of the NHSBSA strategy and business plan through development and implementation of Strategy and associated plans, whilst supporting the Chief Officer in the development of vision and strategic direction.
• Ensure that the platforms and processes utilised for service delivery are fit for purpose and work with suppliers to ensure that new system requirements continue to be delivered to the appropriate standard.
• Working in collaboration with colleagues from the wider organisation, you will develop robust internal performance management systems which enable NHSBSA to adhere to or exceed strategic plans, standards, and targets, developing a culture of performance management, improvement, and appraisal for excellent organisational performance.
• Delivering NHS-wide benefits and savings through embedding Government Functional Standards in NHSBSA operations.
Delivery, Data and Technology Leadership
• Define and implement the organisation’s cyber security strategy, ensuring robust protection against evolving threats, working with internal and external stakeholders such as UK Government, DHSC and NCSC you will set, evaluate and enforce the policies and standards required for cyber resilience across the organisations services, identifying and addressing areas of weakness or opportunities for improvement.
• Lead the organisation’s technology vision, ensuring a modern, secure, and scalable IT architecture. You will create and define the organizations technology strategy which will move from the existing approach of build, buy, reuse to a reuse, buy, build model ensuring that the organization gains value from the commoditization of technical solutions. This will include the design and adoption of practices and processes which ensure strong governance around technology choices ensuring alignment to our strategic direction.
• Oversee risk management and incident response planning, ensuring swift and effective responses to security threats. This will include the establishment and proactive incident response process including simulations and risk mitigation exercises to enhance cyber resilience.
• Implement Green IT practices to improve sustainability and energy efficiency in technology infrastructure, ensuring that policies and processes are designed to enable the considered delivery of services with a view on sustainability.
• Lead the creation and implementation of an end user device strategy for the organization which meets the needs of our 4000+ colleagues, considering the direction of the organisation you will ensure that the end user devices strategy will be fit for the future leading the ongoing improvement of our End User Device teams and capabilities.
Decision-Making & Continuous Improvement
• This role embeds data led thinking of all levels, ensuring evidence-based decision making to drive organisation success. You’ll use analytics and storytelling to influence strategy, improve services and enhance customer outcomes. You ensure a focus on measurable impact holding self and others accountable for performance and delivery
• Continuously develop and drive service insight and other complex data to evaluate current operating model to determine changes needed within the service area whilst inspiring horizon scan for future opportunities, threats and service improvements. Leading on major strategic projects, in conjunction with other Directors and Executive Leadership Team, acting as SRO for programmes and projects undertaken where appropriate.
• Implement a culture of service excellence within the directorate, working to set, and embed the standards and behaviours needed to bring about lasting improvements in service delivery that deliver client and user satisfaction.
Transformation, Innovation & Stakeholder Influence
• Leading highly complex change and transformation plans, in a changing NHS System, having the necessary skills to navigate sensitive environments.
• Build and maintain appropriate professional relationships with key contacts within client and customer organisations; proactively communicating regularly with them to keep them engaged in operational and service delivery performance outcomes, managing the resolution of any issues or performance challenges that arise and managing their expectations regarding service delivery and the lead times to implement change, navigating a complex and changing strategic environment, political sensitivities or competing priorities.
• Proactively understand the needs and expectations of clients and proactively work to find solutions. Develop and maintain strong and productive relationships with external strategic partners including Department of Health and Social Care, other government departments, NHS England, and other relevant partners. Deliver appropriate strategies which considers user needs in relation to all aspects of NHSBSA services and ensure that the customer proposition is clearly understood and communicated.
Leadership level responsibilities and accountabilities
• Providing advice and preparing strategic reports and briefings for NHSBSA Directors and Leadership Team, DHSC , Arm’s Length Bodies to DHSC, Cabinet Office, HM Treasury and other key stakeholders, as required and analyse, interpret, and produce more in-depth reports on performance.
• Drawing from experience, expertise and networks across industries, to ensure that the organisation benefits from relevant innovations, and remains future proof, and aligned to moving technology and best practice, and keep this at the forefront of all strategic plans.
• The reporting progress of delivery, planning, and strategic direction to relevant groups. This can include NHSBSA Board, Audit and Risk Committee (ARC), Leadership Team and DHSC Steering group and other senior channels, demonstrating the strategic importance of the service.
