This role supports the Trust and Emergency Operations Centre (EOC) in driving clinical quality, assurance, and improvement using a QSIR-based approach aligned with the CQC’s five quality domains: caring, responsive, effective, well-led, and safe.

Key Responsibilities:

Lead and coordinate the EMAS Quality Improvement Strategy within the EOC, reporting to the Head of Clinical Services. Support clinical services in delivering and evidencing high-quality care aligned with the Trust’s Quality & Clinical Strategy. Collaborate with stakeholders (e.g., Risk & Safety, Audit, Patient Experience, Data Analysts) to analyse data, identify trends, and escalate risks.

Oversee clinical risk management and contribute to mitigation strategies. Lead improvement programmes using patient safety science, including human factors and systems thinking. Inspire clinical excellence and influence practice across services. Participate in clinical governance groups and address systemic issues affecting safe care delivery.

Identify and escalate clinical risks, implementing action plans. Support EOC leadership in achieving quality targets and clinical efficiency. Provide tactical (AIC) on-call cover as part of the command structure.

Additional Duties:

Lead clinical improvement projects, act as EOC lead for clinical quality assurance, promote education quality, support EDI in learning, and assist in outcome analysis and local risk mitigation.

• Lead Clinical Quality & Assurance: Oversee clinical quality, safeguarding, infection prevention, audits, and serious incident investigations within EOC. Ensure compliance with Trust policies, legislation, and national standards.

• Risk & Governance: Identify, assess, and manage clinical risks. Ensure robust governance structures, contribute to policy development, and escalate key risks to the EOC register.

• Service Improvement & Strategy: Drive quality improvement initiatives using QSIR methodology. Lead clinical improvement projects and support delivery of the EMAS Quality Improvement Strategy.

• Leadership & Command: Act as a senior clinical leader and tactical commander during incidents. Provide professional leadership and support to EOC teams, promoting Trust values and high standards.

• Education & Workforce Development: Promote clinical education, oversee training quality, support statutory/mandatory education, and champion equality, diversity, and inclusion.

• Performance & Compliance: Monitor EOC performance against key quality metrics. Provide reports, identify trends, and implement corrective actions to improve service delivery.

• Stakeholder Engagement: Collaborate with internal and external stakeholders, including NHS partners and emergency services. Represent EOC in governance and coordination groups.

• Financial & Resource Management: Manage delegated budgets, support cost improvement programmes, and ensure value for money in clinical operations
